Chairman to Read the Fire Safety Notice and Announce that Proceedings May be Filmed or Recorded
The Chairman opened the meeting read out the fire safety briefing and announced that no fire alarm was planned and that the meeting may be filmed or recorded.

Declaration of Member’s Interests and to Remind Councillors of the Need to Keep up to Date Their Register of Member’s Interests and to Consider Any Requests Received for Members Dispensation
None noted.
To Receive and Confirm for Accuracy the Minutes of the Meeting Held on Monday 13th September 2021 and Any Matters Arising
Members received the minutes of the Neighbourhood Plan Committee Meeting held on Monday 13th September 2021 and the following was agreed:
N/21/10/4.01 Resolved
That the minutes of the Neighbourhood Plan Committee meeting held on Monday 13th September 2021 be adopted and would be signed as a true record by the Chairman of the Neighbourhood Plan Committee.

To Receive the Accounts
The accounts for September 2021 were noted.
Newmarket Brook Clearance
A request from West Suffolk Council to contribute to the costs for clearing the Brook was discussed and the Neighbourhood Plan puts improving the Brook and YBR as a high priority. It was hoped that in contributing to the costs to clear the Brook that this would encourage residents to take pride in the area and stop incidents of fly-tipping. The request was considered and the following was agreed:
N/21/10/7.01 Recommendation
That a contribution to West Suffolk Council for the clearance of Newmarket Brook of £2,000 from account 4116/209 be approved subject to an ongoing maintenance plan being put in place.
NNP Consultation
It was noted that this item had been added to this agenda in error and the application will be considered by the Development & Planning Committee on 18/10/2021.
NNP Committee
The Mayor had requested that Cllrs put forward their priority community actions to form a 5-10 year plan and the following was agreed:
N/21/10/9.01 Recommendation
That each Cllr selects 5 priorities with a short brief to explain the reasoning.
Future of the NNP Committee
This item was referred to full Council.

West Suffolk Civil Parking Enforcement Monthly update – was noted.
