N/21/08/1 Chairman to Read the Fire Safety Notice and Announce that Proceedings May be Filmed or Recorded
The Chairman opened the meeting read out the fire safety briefing and announced that no fire alarm was planned and that the meeting may be filmed or recorded.
N/21/08/2 Apologies for Absence
Apologies were received from Cllr De’Ath, Winter and Yarrow.
N/21/08/3 Declaration of Member’s Interests and to Remind Councillors of the Need to Keep up to Date Their Register of Member’s Interests and to Consider Any Requests Received for Members Dispensation
None noted.
N/21/08/4 To Receive and Confirm for Accuracy the Minutes of the Meeting Held on Monday 12th July 2021 and Any Matters Arising
Members received the minutes of the Neighbourhood Plan Committee Meeting held on Monday 12th July 2021 and the following amendment was made:
N/21/07/6 – Public open session – paragraph was changed to read “A resident spoke to the item regarding affordable housing and requested that an analysis of housing needs in Newmarket be undertaken. Reference was also made regarding the Newmarket Neighbourhood Plan which will require reviewing in due course”
Subject to the amendment being made, following was agreed:
N/21/08/4.01 Resolved
That the minutes of the Neighbourhood Plan Committee meeting held on Monday 12th July 2021 be adopted and would be signed as a true record by the Chairman of the Neighbourhood Plan Committee.
Matters arising:
21/07/08 – Affordable Housing (D3) – The matter of affordable housing needs in Newmarket will be considered by the Affordable Housing Working Group.
N/21/08/5 Public Open Session
A resident gave thanks to the Jockey Club Estates for clearing the Newmarket Brook and also spoke to the item on SEND facilities provided by SCC that, in his opinion, were far from excellent.
Cllr Hood confirmed that an Ofsted report had adjudged the services to be outstanding but there was still work to be done on SEND provision.
N/21/08/6 To Receive the Accounts
The accounts for July 2021 were received and noted.
N/21/08/7 Community Actions Working Group Reports
Parking & Transport Strategy (E4/E9/E10) – There was nothing further to report.
Public Realm & Associated Initiatives (F3/C3) – It was reported that a Government post-Covid grant had been secured for bulb planting around Newmarket and sponsorship had been secured for 10,000 daffodil bulbs to be planted along the YBR. Volunteers will be sought to help with a community planting event.
Yellow Brick Road (C7) – It was reported that Jockey Club Estates had cleared the northern end of the Newmarket Brook and a meeting will be held with West Suffolk Council to discuss how to take this forward. The following was agreed:
N/21/08/7.01 Recommendation
That a letter of thanks be sent to Nick Patton for the Jockey Club Estates’ work to clear Newmarket Brook.
It was also reported that the area between YBR and Exeter Road was also overgrown and West Suffolk Council would be working on this area in October 2021.
It was noted that this on-going work was the product of several months of community groups, JCE and council officers working together to make the YBR an attractive area.
Volunteer Working Group – There was nothing further to report.
SEND Provision (B3i) – It was reported that a commissioned independent review of services had been completed and a report by Lincolnshire County Council on the findings will be provided in September.
Museum Working Group (A7)/ Local History Trail – It was reported that the Town Clerk was discussing a possible site with West Suffolk Council.
Newmarket Market (A9) – It was reported that the West Suffolk Council Overview and Scrutiny Committee were undertaking a review of all markets and a report is awaited.
Horse & Public Safety (E6/E7) – There was nothing further to report.
Affordable Housing (D3) – It was reported that Stretham and Wilburton Community Land Trust will be speaking at the next meeting, scheduled for 17/08/21.
