Minutes of a Meeting of the Neighbourhood Plan Committee held on Monday 8th March 2021 at 6:00 pm via Zoom

N/21/03/1 Chairman to Announce that Proceedings May be Filmed or Recorded
The Chairman opened the meeting and announced that proceedings are being recorded and to advise that all participants will be muted by the host of the meeting who will unmute the individual the Chairman has invited to speak.

N/21/03/2 Apologies for Absence
Apologies were accepted from Cllr Kerby,

N/21/03/3 Declaration of Member’s Interests and to Remind Councillors of the Need to Keep up to Date Their Register of Member’s Interests and to Consider Any Requests Received for Members Dispensation
None noted.

N/21/03/4 To Receive and Confirm for Accuracy the Minutes of the Meeting Held on Monday 8th February 2021 and Any Matters Arising
Members received the minutes of the Neighbourhood Plan Committee Meeting held on Monday 8th February 2021 and the following was agreed:

N/21/03/4.01 Resolved
That the minutes of the Neighbourhood Plan Committee meeting held on Monday 8th February 2021 be adopted and would be signed as a true record by the Chairman of the Neighbourhood Plan Committee after the meeting.

There were no matters arising.

N/21/03/5 Presentation by Flagship Housing Jockey Club Estates
Project Manager Callum James and Generation Manager Andrew Long gave an update on the Spotlight Scheme to improve living and community spaces in Newmarket at Flagship housing locations. Information was being gathered, from Flagship front line staff, Suffolk Constabulary, Suffolk County Council, local schools, West Suffolk Council and the Town Council.

Cllr Yarrow raised an issue regarding the garages. The rules of renting these was discussed and what work could be undertaken to approve the appearance of the area and provide additional parking spaces. Issues of grafitti and fly tipping in the area were also considered.

Cllr O’Neill raised a question regarding the empty Flats on George Lambton Avenue to ask, why they are still empty when they could be used as housing. Andrew Long mentioned he would look into it and report back.

Callum and Andrew thank the Councillors and Members of the public saying that all information will be put together and that further engagement with the community and Town Council would be undertaken, so that a plan can be put into place.

The Chairman thanked the representatives from Flagship housing for the update and Callum James and Andrew Long left the meeting

N/21/03/6 Public Open Session
No members of the public wished to speak.

N/21/03/7 To Receive the Accounts for February 2021
The accounts for February 2021 were being finalised and would be released within the next few days.

Newmarket Conservation areas
It was proposed to set up a Working Group to consider and strengthen the existing Newmarket conservation area policies. It was noted that Community Action A1 Newmarket Conservation Area Appraisal (2009) sought to press WSC for the review and final publication of the Appraisal document.

N/21/03/7.01 Recommendation
Councillors voted unanimously that a Working Group be formed, terms of reference to consider all matters pertaining to Newmarket conservation areas including the lobbying of WSC to complete the Appraisal document and to report back to the next meeting, consisting of Cllrs Jefferys, O’Neill, Appleby and Hood.

N/21/03/8 Community Actions Working Group
Cycling & Public Transport (E4/E9) – There were no matters to report.

Public Realm & Associated Initiatives (F3/C3) – It was reported that

current planting plans were on hold, pending confirmation of availability of any unspent funds from the current financial year.

A query was raised as to whether locality budgets could be made available to the town council to undertake planting projects, the means of enabling this were not clear and would be investigated.

Parking Strategy (E10) – It was reported that

WSC had recently voted to increase parking hours and charges in the public car parks, should any residents wish to comment the deadline for doing so, was the 11th March

SEND Provision (B3i) – It was reported that

work to the new SEND facility at Exning primary and other schools was progressing well

Yellow Brick Road (C7) – It was reported that

a recent litter pick in the Studlands area (including the community orchard) organised by a resident, had led to large amounts of rubbish being removed from the area.

A suggestion from residents to turn the former BMX track into allotments was noted and work was needed at the Community Orchard, to cut back vegetation.

Museum Working Group (A7)/ Local History Trail – There were no matters to report.

Volunteer Working Group – There were no matters to report.

Newmarket Market (A9) – It was noted that

The working group had met on two occasions, with the most recent attended by an Officer from WSC. Charges to traders had been discussed, and the charges to West Suffolk Council in assembling and dissembling of barriers. The appearance of the market in the High Street had been considered in detail, including whether any possibility of improving the appearance by having permanent structures in the laybys. Means of encouraging new traders were considered, as lockdown measures were eased over coming months.

West Suffolk Dog Fouling Campaign 2021 – the details of the campaign were welcomed and noted.

Conservation Area Working Group

Recommendation from a Working Group meeting held 6th April 2021

Newmarket Conservation Area Appraisal document (FHDC June 2009) That District Councillors be tasked with pressing WSC to: ·         review the document for errors and inconsistencies ·         publish a final version of the document.
