Minutes of the Meeting of the Newmarket Town Council held on Monday 26th November 2018 at 6.00 pm
at the Memorial Hall, High Street, Newmarket, Suffolk, CB8 8JP

18/11/1 Fire safety briefing and announcement that proceedings may be filmed or recorded
The Mayor opened the meeting and read out the Fire Safety Briefing and the announcement that proceedings may be filmed or recorded.
18/11/2 Apologies for absence – LGA 1972, Section 85(1) & (2)
Apologies were received from Cllrs Anderson, Appleby, Lay, Morrey, Starkey and Wadham.
18/11/3 Declaration of member’s interests and to remind councillors of the need to keep up to date their register of members interests and to consider any requests received for members dispensation

18/11/4 To receive and confirm the minutes of the public part of the town council meeting held on Monday 2nd and 19th November and 22nd October and 1st October 2018 any matter arising
The Town Mayor presented the minutes of the Town Council meetings held on Monday 2nd and 19th November and 22nd October 2018 and the following was agreed:
18/11/4.01 Resolved
That the minutes of the Town Council meetings held on Monday 2nd and 19th November and 22nd October be adopted and signed as a correct record by the Town Mayor.
There were no matters arising:
18/11/5 Public participation an invitation to members of the public to put questions/statements of not more than 3 minutes duration. No resolutions can be made but councillors are very happy for matters relating to the town to be brought to their attention

18/11/6 To consider committee membership
Cllr Hudson made a request to join the Community Services Committee and the following was agreed:

That Cllr Hudson joins the Community Services Committee.
18/11/7 Consultation-Suffolk minerals and waste local plan
The Suffolk minerals and waste local plan was noted.
18/11/8 Report from county councillors
The Mayor advised that the SCC Newsletter for November would be circulated by the TCM next week.
18/11/9 Report from district councillors
Members were advised that a proposal had been considered regarding the leadership of the District/Borough Council for FHDC and Bury St Edmunds. The decision would be deferred until the new West Suffolk Council was formed, on 1st April 2019.

The Mayor reported the following:
23rd October – Attended meetings at the Museum and Home of Horseracing.
24th October – Attended a number of meetings at the Museum, Home of Horseracing and Exning Parish Council.
25th October – Attended a number of meetings at the Museum and Home of Horseracing.
5th November – Attended a meeting at the Heritage Centre, Purple Tuesday and a reception at Montaz Indian Restaurant.
7th November – Attended a meeting regarding volunteers in Newmarket and the WW1 Service of Remembrance at Bury St Edmunds Cathedral.
8th November – Attended a Remembrance Sunday event at the Cemetery with Primary School Children; followed by a Remembrance Sunday event with Academy students; and a meeting with the leaders of SCC.
9th November – Attended a meeting with Mayor James Palmer.
10th November – Attended the Museum Remembrance WW1 event.
11th November – Attended the Remembrance Service at the Newmarket War Memorial 11:00am and the Service at Exning at 11:30am and the Newmarket Service of Remembrance at the War Memorial at 1:45pm and at Tattersalls.
12th November – Attended meetings at the Heritage Centre and Purple Tuesday.
13th November – Attended the Purple Tuesday Event.
14th November – Attended a meeting at Bury St Edmunds regarding the A14 economic study.
15th November – Attended and gave a speech at the opening of the Museum skating exhibition.
16th November – Attended and participated in Newmarket Christmas Light switch on.
19th November – Attended a meeting at the Heritage Centre.
26th November – Attended a meetings at the Heritage Centre and with leaders of SCC.
The Deputy Mayor reported the following:
29th October – Attended a meeting with Nick Wingfield Digby ref University College in Newmarket.
7th November – Attended the Service of Remembrance at Bury St Edmunds.
10th November – Attended the British Army Service of Remembrance at the Abbey Gardens.
11th November – Attended the Remembrance Service at the Newmarket War Memorial.
13th November – Attended a West Suffolk House meeting and the Purple Tuesday Event.
15th November – Attended the opening of the Museum skating exhibition.
16th November – Newmarket Christmas Light switch on.
20th November – Attended a meeting with Mayor James Palmer.
18/11/13 To receive the minutes and consider any recommendations from the D&P committee meeting held on 19th November 2018
The Mayor presented the report and recommendations from the Development & Planning Committee meeting held on 19th November 2018. There were no recommendations.
18/11/14 To receive the minutes and any recommendations form the leisure services committee meetings held on 5th November 2018
The Chairman of the Leisure Services Committee presented the report and recommendations from the Leisure Services Committee meetings held on 5th November 2018. There were no recommendations.

The Chairman of the Finance & Policy Committee presented the report and recommendations from the Finance & Policy Committee meeting held on 15th October 2018.
18/11/17.01 Resolved (F/18/11/6.01 Recommendation)
That the ratification of the schedules of payments for the period 01/10/2018 – 31/10/2018 (Cash Book 1, 2 and 4) be received and adopted.
18/11/17.02 Resolved (F/18/11/11.01 Recommendation)
That subject to the amendments being made, the draft budget for 2018/19 be received and adopted.
18/11/18 Christmas cards – to be signed off
TCM circulated the proposed Christmas card and advised that 100 cards would cost £31.95 and a further 20 for the tea dance members would cost £20. The wording of the card was amended and the photo, taken by Councillor Drummond, would be used, possibly with the flash light slightly photo-shopped. Additional cards would be sent by email.
18/11/19 To receive an update on the yellow brick road
TCM advised that various projects were looking at the whole area and that pressure was being applied to Anglian Water regarding the smell of the drain. There would be a litter pick on Saturday 1st December at the skate park at 10:00am.
18/11/20 To consider correspondence
a. West Suffolk District Council Election cost – TCM advised that NTC would need to pay 50% of the costs for two elections.
b. Suffolk County Council – Review of traffic regulations for CPE – TCM advised that Suffolk Highways had provided maps showing the locations of all double yellow lines and that they were available to view in the office. It was noted that this would be a good opportunity to establish which lines had faded and to request that SCC re-paint them. TCM would ask SCC to provide a link to the maps online. Any comments should go to the TCM.
