Minutes of the Meeting of the Newmarket Town Council held on Monday 22nd October 2018 at 6.00 pm
at the Memorial Hall, High Street, Newmarket, Suffolk, CB8 8JP

18/10/1 Fire safety briefing and announcement that proceedings may be filmed or recorded
The Mayor opened the meeting and read out the Fire Safety Briefing and the announcement that proceedings may be filmed or recorded.
18/10/2 Apologies for absence – LGA 1972, Section 85(1) & (2)
Apologies were received from Cllrs Appleby, Berry, Clarke, Starkey, Wadham, Winter and Wright.
18/10/3 Declaration of members interests and to remind councillors of the need to keep up to date their register of members interests and to consider any requests received for members dispensation
None noted.
18/10/4 To receive and confirm the minutes of the public part of the town council meeting held on Monday 24th September and 1st October 2018 any matters arising
The Town Mayor presented the minutes of the Town Council meeting held on Monday 24th September 2018 and Monday 1st October 2018 and the following was agreed:
18/10/4.01 Resolved
That the minutes of the Town Council meeting held on Monday 24th September and 1st October be adopted and signed as a correct record by the Town Mayor.
There were no matters arising:
18/10/5 Public participation an invitation to members of the public to put questions/statements of not more than 3 minutes duration. No resolutions can be made but councillors are very happy for matters relating to the town to be brought to their attention

18/10/6 Report form county councillors
The Mayor advised that the SCC Newsletter for September had been circulated and reminded Members of the “We are Listening” event that would be held in Newmarket on 26th November.

18/10/8 Ward reports from town councillors
18/10/9 To receive reports from town councillors elected as representatives on other bodies
Members were advised that a meeting had been held and SCC had agreed to add the footpath to the definitive map as a Public Right of Way. It was anticipated that Network Rail would object to this.
18/10/10 To receive the town mayor’s sand deputy mayor’s announcements
The Mayor reported the following:
26th September –Visited the Police HQ at Martlesham regarding the NTC PCSO application.
28th September – Attended a meeting at the Heritage Centre.
30th September – Attended the Inter-Faith charity cricket match at the Pavilion.
1st October – Attended a Purple Tuesday meeting.
4th October – Attended launch meeting for fundraising scheme at the Heritage Centre.
8th October -Attended a meeting to discuss Purple Tuesday.
12th October – Attended a meeting with SCC Chief Executive, Nicola Beach and participated in a tour regarding Newmarket. Attended a presentation at the Heritage Centre for re-donation by Mr & Mrs David Thompson. Attended the Newmarket Races to be interviewed with Godolphin Beacon Project Newmarket Academy pupils.
13th October – Attended and participated in a Sensory Event at the Guineas.
15th October – Attended a meeting at the Heritage Centre. Attended a meeting to discuss Purple Tuesday.
16th October – Attended a SCC meeting regarding the Weatherby Crossing being designated as a footpath.
17th October – Attended the CALA Homes Consultation with Deputy Mayor James Lay.
22nd October – SCC Officers visited Newmarket. Attended a meeting at the Heritage Centre. Attended a meeting with the Deputy Mayor and Cllr Drummond with EC’s Leaders and Councillors at Memorial Hall.
The Deputy Mayor reported the following:
26th September – Visited Martlesham. Visited a Police Venue in regards to a PCSO.
30th September – Attended the Inter-Faith charity cricket match at the Pavilion.
6th October – Attended the Cathedral Graduation at Bury St Edmunds.
14th October – Attended a Harvest Service at the Bury St Edmunds Cathedral.
17th October – Attended the CALA Homes Consultation.
22nd October – Attended a meeting with the Mayor and Cllr Drummond with EC’s Leaders and Councillors at Memorial Hall. Attended a Council meeting.
The Deputy Mayor also reported that a meeting arranged for the Police and Crime Commissioners for Norfolk, Suffolk and Cambridge would not be going ahead.
18/10/11 To receive the minutes and consider any recommendations from the D&P committee meetings held on 1st and 15th October 2018
The Mayor presented the report and recommendations from the Development & Planning Committee meetings held on 1st and 15th October 2018.

That the SCC proposal of a one way system of entry and exit to the Grosvenor car park be supported.
18/10/11.02 Resolved (D/18/10/38.01 Recommendation)
That delegated power be given to the Chairman, Vice Chairman and TCM to complete the online consultation.
18/10/12 To receive the minutes and any recommendations from the leisure services committee meetings held on 1st October 2018
The Chairman of the Leisure Services Committee presented the report and recommendations from the Leisure Services Committee meetings held on 8th October 2018. There were no recommendations.
18/10/13 To receive the minutes and any recommendations from the community services committee meeting held on 8th October 2018
The Chairman of the Community Services Committee presented the report and recommendations from the Community Services Committee meeting held on 8th October 2018.
18/10/13.01 Resolved (C/18/10/9.01 Recommendation)
That the quoted from West Suffolk for £2,750.86 be accepted.
18/10/13.02 Resolved (C/18/10/10.01 Recommendation)
That new hanging baskets be purchased for £4,334.20 + VAT for a one off capital cost out of the reserves.

That a letter be sent to Suffolk Highways to inform them of the issues and that Bird Cage Walk be added to the SID list.

That the planting in the centre of the roundabout be removed from the scheme.

That NTC endorses Purple Tuesday.
18/10/14 To receive the public part of the minutes and any recommendations form the human resources committee meeting held on 8th October 2018
The Deputy Chairman of the Human Resources Committee presented the report and recommendations from the Human Resources Committee meeting held on 8th October 2018. There were no recommendations.
18/10/15 To receive the minutes and any recommendations from the finance & policy committee meeting held on 15th October 2018
The Chairman of the Finance & Policy Committee presented the report and recommendations from the Finance & Policy Committee meeting held on 15th October 2018.
18/10/15.01 Resolved (F/18/10/6.01 Recommendation)
That the ratification of the schedules of payments for the period 01/09/2018 – 30/09/2018 (Cash Book 1, 2 and 4) be received and adopted.
18/10/16 To consider a letter relating to Newmarket train station
Members considered the letter and the following was agreed:
18/10/16.01 Resolved
That the Chairman of the D&P Committee and TCM endorse the letter and write to Network Rail to request that the overgrowth be removed and regularly maintained.
18/10/17 To receive an update on the neighbourhood plan
A meeting was to be held with West Suffolk to finalise the document before full and final pubic consultation. Every effort would be made to engage with all stakeholders.
18/10/18 To consider the yellow brick road issues and update
Members were advised that a meeting had been held with the Friends of the Yellow Brick Road and CCTV was being looked into to improve security. Cleaning up the graffiti was also discussed along with actions to prevent further graffiti.
TCM read out a letter from West Suffolk regarding their investigation into the state of the drain. The letter would be circulated to Members.
18/10/19 To arrange a meeting for the appointment of the contractor for the Memorial garden
Members were advised that the tender process was in the final stages and that a contractor needed to be appointed. The following was agreed:

TCM and Cllr. Starkey would arrange a full council meeting to appoint a contractor.

With the vote being unanimous, it was:

To resolved that under the Public Bodies (Admissions and Meetings) Act 1960, the public and press be excluded for the remainder of the meeting because of the likely disclosure of private and confidential information or staff matters.
