Minute

22/07/1              Welcome

The Chairman opened the meeting and confirmed that proceedings were being recorded.  A member of the press was also recording the meeting.

 

22/07/2              Apologies for Absence – LGA 1972, Section 85(1) & (2)

Apologies were received from Cllrs De-Ath, Hall and Yarrow.  Cllrs Anderson, Berry, and O’Neill were absent.

 

22/07/3               Declaration of Members Interests & to Remind Councillors of the Need to Keep up to Date Their Register of Member’s Interests and to Consider any Requests Received for Member’s Dispensation

None noted.  There were no member dispensation requests.

 

22/07/4               To Receive and Confirm the Minutes of the Town Council Meetings held on 27th June 2022 and any Matters Arising.

The minutes of the meeting held on 27th June 2022 were presented and the following amendment was made:

 

22/06/5 – France was changed to USA

 

Subject to the amendment being made, the following was agreed:

 

22/07/4.01 Resolved

That the minutes of the meeting held on 27th June 2022 be adopted and signed as a correct record by the Town Mayor.

 

Matters arising:

22/06/5 – Town Clerk confirmed that the Lexington Artist had been contacted and was happy to provide a report on the visit.

 

22/07/5              Public Open Session

No members of the public wished to speak.

 

22/07/6               Councillor Reports

Suffolk County Council (SCC) – Cllr Hood reported that the monthly newsletter had been sent out.   The second phase of SEND funding had been approved and a third phase was being considered.

 

West Suffolk Council (WSC) – Cllr Drummond gave a verbal update on the Taxi Policy which was now in place.

 

Ward – Cllr Drummond reported that an All Saints resident had noticed that Post Office vans were parking in residential streets.  The Post Office will be contacted.

 

Cllr Lay reported that WSC had 689 employees; half were male and half female with a 10% turnover.  Last year they were able to save 1200 families from being evicted from their homes by landlords.

 

Outside bodies – 4th July – The Mayor had attended a Newmarket Community Network meeting where a planned relaunch for the Community Orchard at Studlands was discussed along with the NTC Soapbox 2022 event, a pop-up shop at Studland Social Club and a school uniform/prom clothing bank at the Racing Centre.

 

20th July – The Mayor had attended a BID meeting and reported that the BID Manager would be leaving at the end of September and market, umbrella installation and night time economy engagement were discussed.

 

22/07/7              Mayors Announcements

The Mayor reported that in addition to attending committee meetings, working groups and other meetings, her activities included the following:

 

1st July 2022 – attended the Rotary Club Newmarket Local Community Awards at the Jockey Club.

 

4th July 2022 – attended a meeting with Newmarket Community Networks at the Racing Centre.

 

6th July – attended a meeting with the BID Manager and visited 16 shops as part of the Independent’s Week.

 

22/07/8              To Receive the Minutes and Consider any Recommendations from the D&P Committee Meetings held on 20th June and 4th July 2022

The Chairman of the D&P Committee (Cllr Hood) presented the minutes and recommendations from the Development & Planning Committee meeting held on 20th June 2022.

 

22/07/8.01 Resolved (D/22/06/34.01 Recommendation)

That NTC continues to support the “Say no to Sunnica” Action group.

 

The Chairman of the D&P Committee (Cllr Lay) presented the minutes and recommendations from the Development & Planning Committee meeting held on 4th July.

 

22/07/8.02 Resolved (D/22/07/17.01 Recommendation)

That subject to the recommended clarifications in point 2, to proceed on the RPZ scheme for All Saint’s Ward with WSC; agreeing to the underwriting of the scheme by NTC should it not proceed.

22/07/8.03 Resolved (D/22/07/17.02 Recommendation)

That a budget line be created in 2023/2024 budget for RPZ underwriting fees and to top up that account at the end of the current year budget.

 

22/07/9               To Receive the Minutes and Consider any Recommendations from the Community & Leisure Services Committee Meeting held on 4th April 2022

The Chairman of the Community and Leisure Services Committee presented the minutes and recommendations of the Community & Leisure Services Committee meeting held on 4th April 2022.

 

22/07/9.01 Resolved (CL/22/07/11.01 Recommendation)

That the nominated Charities be allocated charitable funding from the Soapbox Derby income from public donations and carpark fees.

 

22/07/9.02 Resolved (CL/22/07/11.02 Recommendation)

That Newmarket Day Centre and a charity representing the Ukraine cause be the nominated Charities to receive funding from the Soapbox Derby income. That delegated powers be given to the Chairman and Town Clerk to nominate a Ukraine

charity.

 

22/07/10          Suffolk Constabulary

The monthly PCSO report was received and noted.  The Police were still answering calls from Newmarket using “Mildenhall Police”.  Town Clerk to write a letter and the Mayor would raise this at her next meeting with the Police.

 

A member of the public joined the meeting.

22/07/11          Weatherby Crossing

The outcome of the Public enquiry was presented and noted. It was noted that this was a very positive outcome and that we are fortunate in this country to have a legal system which can support individuals and small organisations against the will of larger organisations.

 

It was noted that Network Rail has now installed new gates at the crossing.

 

22/07/12          Neighbourhood Plan

A Working Group was proposed and the following was agreed:

 

22/07/12.01 Resolved

That a Neighbourhood Plan Working Group be set up comprising of Cllrs Winter, Hood, Lay, Ferries, Hulbert, Jefferys, Harvey and Perry with Terms of Reference of reviewing the NNP in preparation for the 2025 revision; meeting regularly and reporting recommendations to full Council.

 

22/07/13          West Suffolk Council Local Plan

A report from the Working Group containing a response to the consultation was considered and amendments to the response were proposed and agreed.  The following was agreed:

 

22/07/13.01 Resolved

That subject to the amendments being made, the response to the WSC Local Plan Consultation from the Local Plan Working Group be submitted.
