Councillors are hereby summoned to attend for the purpose of transacting the business that follows
A G E N D A
1. Welcome – The Mayor to read the fire safety notice and announce that this meeting is being recorded and to ask whether anyone else intends to record the meeting
2. Apologies for absence
3. Declaration of interests
a) Councillors are invited to raise any declarations of interest concerning items on the agenda
b) To consider any requests for dispensation
4. Minutes of the previous meeting held 19th December 2022
a) To consider and adopt the minutes, as a true record of the proceedings
b) To consider any matters arising
5. Short Presentation: M Cave (Vogue Athletics) regarding a planned new facility
6. Public participation – an invitation to members of the public to make representations to Councillors. Resolutions can only be made on items on the agenda
Rules of public participation: no person may for longer than 3 minutes in total. The maximum time permitted for this item is 15 minutes. This is the only opportunity during the meeting, for members of the public to address Councillors.
7. Councillor Reports – to receive and note reports (if any) from County and District Councillors, Ward Reports and outside bodies reports from Town Councillors
8. Announcements – To receive the Town Mayor’s and Deputy Mayor’s Announcements (if any)
9. Committee Meetings
a) To receive the minutes and consider and approve any recommendations from the Development & Planning meetings held on 19th December 2022, 9th January 2023, & 23rd January 2023
b) To receive the minutes and consider and approve any recommendations from the Leisure Services meeting held on 9th January 2023
c) To receive the minutes and consider and approve any recommendations from the Finance & Policy meeting held on 23rd January 2023
10. Suffolk Constabulary – to receive a report
11. Youth Strategy – to approve a proposal regarding the creation of a Newmarket Youth Action Group (NYAG); to be co-ordinated and chaired by the Town Council
12. Transport
a. To receive an update regarding bus contracts from April 2023
b. To consider what action NTC could take to mitigate unnecessary disruption to road users (verbal)
13. West Suffolk Council – To discuss general levels of service to the town (verbal)
14. Car Boots – to receive a report regarding the 2023 car boot sessions
15. Cemetery 2023/2024
a. To approve cemetery fees for the 2023/2024 period
b. To approve the cemetery regulations for the 2023/2024 period
16. Pavilion – to receive a request for use of the Pavilion building
17. Cost of Living Fund- to consider contribution to a Cost of Living Town Fund
18. Weatherby Crossing – to receive an update regarding the Council’s third Statement of Case submission
as response to Network Rail’s further objection
19. Rights of Way – to discuss the blocked path between Laureate School Road and Willie Snaith Road

a. Recyling Centre – correspondence with SCC
