Councillors are hereby summoned to attend for the purpose of transacting the business that follows

A G E N D A

1. Welcome – The Mayor to read the fire safety notice and announce that this meeting is being recorded and to ask whether anyone else intends to record the meeting

2. Apologies for absence

3. Declaration of interests

a) Councillors are invited to raise any declarations of interest concerning items on the agenda

b) To consider any requests for dispensation

4. Minutes of the previous meeting held 27th February 2023

a) To consider and adopt the minutes, as a true record of the proceedings

b) To consider any matters arising

5. Public participation – an invitation to members of the public to make representations to Councillors. Resolutions can only be made on items on the agenda
Rules of public participation: no person may for longer than 3 minutes in total. The maximum time permitted for this item is 15 minutes. This is the only opportunity during the meeting, for members of the public to address Councillors.

6. Presentation by WSC officer, Matthew Axton, regarding the Studlands EV charging consultation.

7. Presentation by Mark Hatley, of PCH Associates, regarding commentary on planned Sports Hub

8. Councillor Reports – to receive and note reports (if any) from County and District Councillors, Ward Reports and outside bodies reports from Town Councillors

9. Announcements – To receive the Town Mayor’s and Deputy Mayor’s Announcements (if any)

10. Committee Meetings

a) To receive the minutes and consider and approve any recommendations from the Development & Planning meetings held on 6th March 2023 & 20th March 2023

b) To receive the minutes and consider and approve any recommendations from the Leisure Services meeting held on 6th March 2023

c) To receive the minutes and consider and approve any recommendations from the Finance & Policy meeting held on 20th March 2023

12. Memorial Hall – to consider quotes for the installation of an access corridor in the main hall

13. Suffolk Constabulary – to receive a report

14. Assets – to consider the sale of two items of machinery

15. Streetlighting Costs – to approve a virement to cover significant energy costs increase

16. Banking – to approve a backup plan for banking approval to reduce NTC risk of being unable to pay suppliers and/or salaries due to unavailability of two councillor signatories

17. Barclays Bank, Newmarket – to discuss a response to the proposed closure of the branch

18. Flagship – to discuss details regarding invitation to represenatives to attend a council meeting

19. Studlands grass verge parking – to discuss applying for a TRO

20. Correspondence

21. Date of the next Meeting – Monday 24th April 2023

22. Exclusion of the press & public – To resolve that under the Public Bodies (Admissions to Meetings) Act 1960, the public and press be excluded for the remainder of the meeting because of the likely disclosure of private and confidential information relating to individuals or contracts

23. Newmarket Market – to receive information regarding draft Market Design and consider what (if any) financial contribution could be made by the Town Council towards a scheme.
