Full Town Council Agenda 27-01-2020

You are hereby summoned to attend the meeting of the Newmarket Town Council to be held at the Memorial Hall, High Street, Newmarket on Monday 27th January 2020 at 6.00pm.

The meeting is held in public and the public are encouraged to attend and participate. Occasionally matters relating to contractual or staffing issues do have to be held in the confidential part of the meeting.

Members of the public and press may not orally report or comment about a meeting as it takes place if present at a meeting of the Council, but otherwise may:
a. film, photograph or make an audio recording of the meeting;
b. use any other means for enabling persons not present to see or hear proceedings at a meeting as it takes place or later;
c. report or comment on the proceedings in writing, during or after a meeting or orally after the meeting.

The Council will where possible facilitate such recording unless it is disruptive. It will also take steps to ensure that children, the vulnerable and members of the public who object to being filmed are protected without undermining the broader purpose of the meeting.

1. Mayor to read fire safety notice and announce that proceedings may be filmed or recorded and to ask whether anyone intends to record the meeting.
2. Apologies – to receive apologies for absence
3. Police – To receive an update from Inspector Mark Shipton
4. Declaration of Members’ Interests – to receive and to remind Councillors of the need to keep their Register of Members’ Interests up to date and to consider any requests received for Members’ Dispensation.
5. Minutes – To receive and confirm the Minutes of the Town Council Meeting held on Monday 16th December 2019 and any matters arising.
6. Cornerstone Project – to receive a presentation from the Chairman of the Cornerstone redevelopment project at All Saints Church in Newmarket
7. Public participation ‘An invitation to members of the public to put questions/statements of not more than 3 minutes duration. Resolutions can only be made on items on the agenda, but Councillors are very happy for matters relating to the Town to be brought to their attention. (maximum 15 minutes)
8. County Reports – To receive and note the report (if any) from County Councillors
9. District Reports – To receive and note the report (if any) from District Councillors
10. Ward Reports – To receive Ward Reports (if any) from Town Councillors
11. Outside Bodies – To receive reports (if any) from Town Councillors elected as representatives on other bodies

a) To receive the minutes and consider any recommendations from the Development & Planning meetings held on 16th December 2019 and 6th, 13th and 20th January 2020

22. Hatchfield Development – to note the decision of the Secretary of State due on 23rd January
23. Queensbury Lodge – to note that a report to West Suffolk Cabinet will be available from 4th February 2020

a. Life Link expansion – to discuss
b. Weatherby Crossing – to note letter from Cheveley PC in support of NTC’s order to add this footpath to the Definitive Map and Statement for the area
c. West Suffolk Parish and Town Forum – to note the date for the next forum is set for 17th March 6pm – 8pm to engage on topics such as Population, Health, County Lines, Local Plans,   Climate Change etc
d. Suffolk Police Crime Commissioner – survey on a proposed precept increase of 4% for 2020/2021 available at: https://www.surveymonkey.co.uk/r/Suffolkprecept20-21
25. Exclusion of the press & public  – to resolve that under the Public Bodies (Admissions to Meetings) Act 1960, the public and press be excluded for the remainder of the meeting because of the likely disclosure of private and confidential information or staff matters.
26. Staff update – to receive a staffing update
27. Memorial Gardens – to consider the weekly closure of the Memorial Gardens for one morning
