You are hereby summoned to attend a meeting of the
FINANCE & POLICY COMMITTEE to be held at
Memorial Hall, High Street, Newmarket, CB8 8JP on
Monday 21st November at 7pm
or following on from the Development and Planning
Committee meeting, whichever is later
1. Chair to read fire safety notice and announce that proceedings may be filmed or recorded.
2. Apologies – To receive and accept apologies for absence
3. Declaration of interests
a) Councillors are invited to raise any declarations of interest concerning items on the agenda
b) To consider any requests for dispensation
4. Minutes of previous meeting held 26th September 2022
a) To consider and adopt the minutes, as a true record of the proceedings
b) To consider any matters arising
5. Public participation – an invitation to members of the public to make representations to Councillors.
Resolutions can only be made on items on the agenda
Rules of public participation: no person may speak for longer than 3 minutes in total. The maximum time
permitted for this item is 15 minutes. This is the only opportunity during the meeting, for members of the
public to address Councillors.
6. Submission of schedules of payments for information – To approve cashbooks 1-4 for months 6 and 7
7. Bank statements – To confirm that the bank statement balances & related bank reconciliations have been
signed by the Chair of the Finance & Policy Committee
8. Accounts – To receive and note the Income & Expenditure for the Finance & Policy Committee for the
previous month (month 7)
9. Grants
a) To receive a small grant application
b) To receive information regarding a previous grant
10. Budget 2023/2024 – To receive a draft budget proposal for the municipal year 2023/2024 for the Finance &
Policy Committee
11. Committee Schedule – to review the trial schedule & make recommendations for going forward
12. LGA Code of Conduct – to receive further guidance information regarding declarations of interest at
meetings
13. Policies
a) Council to consider signing up to the Civility and Respect Pledge (NALC, SLCC, SALC)
b) To consider and approve a Dignity at Work Policy for Newmarket Town Council
c) To consider an update to the Newmarket Town Council Grants Policy
d) To receive an update regarding a previous council resolution
14. Health and safety – to receive a monthly report
15. Interim Audit – to receive the interim internal audit report from Heelis & Lodge Local Council Services
