Members received the minutes of the Development & Planning Committee held on 5th October 2020 and the following was agreed:

That the minutes of the Development & Planning Committee held on 5th October 2020 be adopted and signed as a true record by the Chairman of the Development & Planning Committee.

Cllr Hood declared a non-pecuniary interest in this matter and left the meeting while it was discussed. Cllr Drummond abstained from this matter.

DC/20/1645/ADV – Application for advertisement consent – (i) 1no. double sided H mounted internally illuminated totem displaying Aldi logo sign (ii) 1no. internally illuminated store opening times sign (iii) 4no. non illuminated graphic vinyl signs (iv) 3no. internally illuminated fascia signs – Aldi Foodstore Ltd Exning Road Newmarket Suffolk.

Documentation submitted for this application was reviewed and it was noted that no details had been provided for the proposed elevations of signs (i) and (ii). It was agreed that the Town Clerk should request this information and that the application be brought back to a future meeting.

The Committee voted to defer this application to a future meeting.  The Town Clerk was asked to request from WSC further details of signs (i) and (ii)

As a major application, any decision on this matter will be made at a meeting of full Town Council

 

Councillors noted Local Plan policy for the site SA6(b),

·       50 houses

·       Requirement for restoration of the listed buildings

·       Requirement for horse racing industry activity at the site

 

It was agreed that the current application was not compliant with this policy and as such it could not be supported.

 That the Committee made a Recommendation to FTC as follows: the committee had wanted to and been prepared to support the application of 15 June and is extremely disappointed that the application as it now stands does not allow for either renovation of Queensbury Lodge or the provision for horse racing industry activity at the site and as a result cannot be supported.

A statutory consultation will be held between 22nd September and 2nd December 2020. Given the scale and significance of the proposals, it was agreed to form a working party to consider and report back to a future meeting.
