Signed Minutes of a Meeting of the Community Services Committee held on Monday 13th January 2020 at 6:00 pm at the Memorial Hall Newmarket.

Minute
C/20/01/1 – Chairman to read fire safety notice and announce that proceeding may be filmed or recorded.
The Chairman opened the meeting and read out the Fire Safety Notice and announced that proceedings may be filmed or recorded.
C/20/01/2 – Apologies for absence.
Apologies were received from Cllrs Anderson, Hood and Kerby.
C/20/01/3 – Declaration of member’s interests and to remind councillors of the need to keep up to date their register of member’s interests and to consider any requests received for members dispensation.
None noted.
C/20/01/4 -To receive and confirm for accuracy the minutes of the meeting held on Monday 9th December 2019 and any matter arising.
Members received the minutes of the Community Services Committee meeting held on 9th December 2019 and the following amendment was made:
Page 3 – C/19/12/13 – Typo in the item heading was amended to read “Memorial”
Subject to the amendment being made, the following was agreed:
C/20/01/4.01 Resolved
That the minutes of the Community Services Committee meeting held on 9th December 2019 be adopted and signed as a true record by the Chairman of the Community Services Committee.
Matters arising:
Page 2 – C/19/12/9 – Cllr Lay advised that he had approached Tattersalls regarding lighting on Woodditton Road and confirmed that they were unable/unwilling to provide additional lighting. A solution to the lack of pedestrian lighting would still need to be found.
Page 4 – C/19/12/20 – it was noted that the state of the bus shelter at the Guineas was not listed on items for next agenda. Members were advised that enquiries had been made and West Suffolk had confirmed that it was not their responsibility. Further enquiries would be made with SCC.
C/20/01/5 – Public participation and invitation to members of the public to put questions/statements of not more that 3 minutes duration. No resolutions can be made but councillors are very happy for matters to be brought to their attention.
None noted.
C/20/01/6 -To receive the accounts for December 2019.
Acting TCM advised that the invoice to install the lights at the Clock Tower had been paid however there was a cumbersome and costly procedure for making any changes and further enquiries would be made for changing the time and colour. The accounts for December 2019 were received and noted.
C/20/01/7 – West Suffolk SLA
The Chairman advised that a monitoring system was required and an extract of the areas managed by the SLA would be given to NTC staff to check that the work is carried out accordingly. Acting TCM would arrange a meeting with the West Suffolk Service Manager.
C/20/01/8 – To receive an update on the cemetery
• To discuss and consider issues relating to rabbits and nematodes – West Suffolk agreed that the use of ferrets could help to resolve the issues but sufficient time would be required to allow the gas to disperse. However the problem would increase during this period and the following was agreed:

That gassing be continued until the problem is under control and then consider the use of ferrets.
• To approve the draft revised Cemetery Regulations – the revised Regulations were considered and the following was agreed:
C/20/01/8.02 Resolved
That the draft revised Cemetery Regulations be received and adopted.
C/20/01/9 – Street lighting
This item was deferred to the next meeting.
C/20/01/10 – Litter in Newmarket
The report from the Litter Working Group was noted.
C/20/01/11 – To consider a design competition of the hanging baskets 2021.
The Chairman advised that a working group would need to be set up to look at the suggestion of a design competition and is was noted that the SLA covered the planting and maintenance of the hanging baskets. It was suggested that the Jockey Club Estates be contacted to see if they would be able to assist and the following was agreed:

That the Jockey Club Estates be contacted to see if they would be able to assist with the design competition and planting.
Cllr Bowen joined the meeting.
C/20/01/12 – Bill Tutte Memorial
This item was deferred to the next meeting.
C/20/01/13 – All Saints ward traffic issues.
Members were advised that the Working Group would hold the first meeting in the next two weeks and a report would be presented at the next Committee meeting
C/20/01/14 – Transport matters
Acting TCM advised that she had contacted the service providers and that Stephensons had responded and were willing to consider providing a service but advised that funding would be required. The following was agreed:
C/20/01/14.01 Resolved
That a letter be sent to SCC to lobby for funding and to ask why Suffolk was the worst County for providing public transport services.
Acting TCM would arrange a telephone conference for the Manager of Stephensons and Cllr Hulbert.
C/20/01/15 – Dog fouling at the Paddocks
Members were advised that West Suffolk only put dog bins in public spaces managed by them and were unable to meet the request to put one in Paddocks Drive. Acting TCM would make further enquiries about NTC installing one.
C/20/01/16 – Additional sid device
This item was deferred to the next meeting.
C/20/01/17 – High street redesign vision timetable
The High Street Redesign timetable was noted. Acting TCM would be attending a Vision Steering Group meeting 24th January 2020 and requested any questions to be emailed to her. The Chairman of Newmarket Vision would be invited to attend a Committee meeting to provide an update.
C/20/01/18 -To receive an update on Newmarket market
This item was deferred to the next meeting.
