Minutes of a Meeting of the Community Services Committee
Held on Monday 12th November 2018 at 6:00 pm at the Memorial Hall Newmarket

C/18/11/1 Chairman to read fire safety notice and announce that proceedings may be filmed or recorded
The Chairman opened the meeting and read out the Fire Safety Notice and announced that proceedings may be filmed or recorded.

C/18/11/2 Apologies for absence
Apologies were received from Cllrs Morrey, Starkey, Wadham and Wright. Cllr Appleby was absent.

C/18/11/3 Declaration of members interests and to remind councillors of the need to keep up to date their register of members interests and to consider any requests received for members dispensation
None noted.

C/18/11/4 To receive and confirm for accuracy the minutes of the meeting held on Monday 10th September 2018 and any matter arising
Members received the minutes of the Community Services Committee meeting held on 8th October 2018 and the following amendment was made:

Page 2 – C/18/10/10 – the word Transport was removed from the item title.

Subject to the amendment being made, the following was agreed:

C/18/11/4.01 Resolved
That the minutes of the Community Services Committee meeting held on 8th October 2018 be adopted and signed as a true record by the Chairman of the Community Services Committee.

Matters arising:
Page 2 – C18/10/10 – The Chairman advised that all of the hanging baskets would be replaced.

C/18/11/5 Public participation an invitation to members of the public to put questions/statements of not more than 3 minutes duration. No resolutions can be made but councillors are very happy for matters to be brought to their attention
A resident referred to the damaged Welcome to Newmarket sign and suggested that it could be replaced with the one at the Tesco roundabout. The Chairman advised that it was moved when the Queens Statue was installed at cost and that there was no budget to move it again. The sign at the Tesco roundabout was not suitable.

A resident asked what was happing with the terrible stench coming from Newmarket Brook. Members were advised that NTC were working with Anglian Water to investigate the cause of the stench and to take action to resolve it. The Friends of Yellow Brick Road carry out regular litter picks and the next one will take place on 1st December 2018 at 10:00am.

C/18/11/6 To receive the accounts for October 2018
TCM advised that the second quarter invoice for the SLA had been received and that on the whole income was on track to come in on budget. The accounts for October were noted.

C/18/11/7 Cheveley road allotments – Boundary wall at Willow crescent
Members received the structural engineer’s report on the issues with the boundary wall at Willow Crescent and considered the recommendations. The following was agreed:

C/18/11/7.01 Resolved
That recommendation (c) from the structural engineers report to repair or replace the fence and the ground to the west be battered back to form a shallow band with a safe angle of repose be accepted.

TCM was requested to write to the Housing Association to inform them of the work to be carried out and that NTC would seek recompense from them for this work.

C/18/11/8 To receive an update on the Christmas lights
The Chairman advised that the majority of the lights had been installed and the remainder would be done in the next few days. The Christmas tree for the Bill Tutte memorial had arrived and a letter of thanks would be sent to the sponsor, the contractor who donated the concrete blocks for the stand and Noel Byrne for his donation of wooden wheeled boxes to house the stand.

C/18/11/9 To receive a report on Remembrance Sunday
The Chairman advised that the British Legion had held two events to mark the centenary. On 8th November a short service was held at the Cemetery where school children planted crosses as an act of remembrance for those buried in Newmarket. The traditional event was held on Sunday 11th November at the War Memorial with a parade down the High Street and a service at 2:45pm at Tattersalls. The event was well-attended.

C/18/11/10 Yellow lines for bird cage walk
TCM advised that she had chased up reinstating the yellow lines at Bird Cage Walk and would do so again. A map of all double yellow lines in Newmarket had been received in readiness for the handover of parking enforcement and these would be physically checked.

C/18/11/11 Planting and hanging baskets for 2019
The Chairman advised that the order for the Town planting and hanging baskets was ready to be placed and the following was agreed:

C/18/11/11.01 Resolved
That the order for the Town planting and hanging baskets for £5,787.95 be placed.

C/18/11/12 To discuss the Sakura cherry tree project
The Chairman advised that there was a nationwide project to plant thousands of Sakura cherry trees sponsored by Japan and that Newmarket had received approval to plant 100 trees. The trees would be planted in 2020 and a further update would be given to Members and residents when the numbers and position of the trees were confirmed.
