Minutes of a Meeting of the Community Services Committee
Held on Monday 9th September 2019 at 6:00 pm at the Memorial Hall Newmarket

C/19/09/1 Chairman to read fire safety notice and announce that proceedings may be filmed or recorded.
The Chairman opened the meeting and read out the Fire Safety Notice and announced that proceedings may be filmed or recorded.

C/19/09/2 Apologies for absence.
Apologies were received from Cllrs De’Ath, Drummond, Kerby and Lay.

C/19/09/3 Declaration of members interests and to remind Councillors of the need to keep up to date their register of members interests and to consider any requests received for members dispensation.
None noted.

C/19/09/4 To receive and confirmation for accuracy the minutes of the meeting held on Monday 12th August and any matters arising.
Members received the minutes of the Community Services Committee meeting held on 12th August 2019 and the following amendments were made:

Page 3 – C/19/08/10.01 Recommendation – wording was amended to read “That Members read the report and pass any comment to the TCM”.

Page 4 – C/19/08/13 – Typo amended to read bus shelters

Subject to the amendments being made, the following was agreed:

C/19/09/4.01 Resolved
That the minutes of the Community Services Committee meeting held on 12th August 2019 be adopted and signed as a true record by the Chairman of the Community Services Committee.

There were no matters arising.

C/19/09/5 Public participation an invitation to members of the public to put questions/statements of not more than 3 minutes duration. No resolutions can be made but Councillors are very happy for matters to be brought to their attention.

A resident advised that he had engaged with some teenagers who were climbing on the castle slide in the Memorial Gardens in the evening because they were bored and were looking for physical and adventurous activities. He suggested that they go to the Rugby Club session on Sunday and they did attend the session.

He advised that the Rugby Club were in need of funding to update their facilities and he was advised that the Rugby Union should do more to support clubs at grass roots and enquiries would be made.

The Mayor advised that the Neighbourhood Plan had a proposal for a sport and community hub to be installed on the George Lambton playing fields and that this would go out for a referendum in the near future. It was noted that there were a number of cadet organisations and the youth engagement group would be submitting a report. The Leisure Services Committee were planning a meet & greet event for community groups and the skate park was also being renovated. An outdoor adult gym was suggested.

C/19/09/6 To receive the accounts for August 2019 O
The accounts for August 2019 were received and noted.

C/19/09/7 To receive an update on the following
Yellow Brick Road – TCM advised that work on the environmental study was on going.

Skate Park Project – An update was awaited.

Newmarket Market – TCM advised that a proposal to make the market a more permanent structure was being looked at.

C/19/09/8 To consider fees for the Weather Crossing
TCM advised that the Barrister fees would be £13,750 in total and that Network Rail had requested a 4 day hearing. West Suffolk and SCC would be approached to assist with the costs and funding would be looked at when setting the budgets next year. The hearing date had been cancelled and new date was awaited. TCM agreed to seek further information.

C/19/09/9 West Suffolk Car park users survey
TCM presented the survey and Members were invited to complete it individually. A number of comments were taken regarding Newmarket car parks and TCM would submit these to West Suffolk along with the section on car parks from the Neighbourhood Plan. The Following was agreed:

C/19/09/9.01 Resolved
That the section on Newmarket car parks in the Neighbourhood plan be submitted to West Suffolk in addition to the NTC response to the car park survey.

C/19/09/10 Suffolk County Council street lighting
TCM advised that a response was awaited.

C/19/09/11 To receive an update on the Christmas lights 2019
TCM advised that they were working with the BID and that there were no issues.

C/19/09/12 To consider the installation of the Christmas tree
TCM advised that last year additional concrete blocks had been used to secure the stand but they were not required as the stand could accommodate the size of the tree and the following was agreed:

C/19/09/12.01 Resolved
That the Optimum Civic Stand be used for the Christmas tree at the Bill Tutte Memorial without additional concrete blocks.

C/19/09/13 Newmarket museum
TCM advised that the building was being renovated and that a visit could not be arranged at this time.

C/19/09/14 Correspondence
Network Rail – the update from Network Rail on changes to level crossings in Suffolk was noted.

C/19/09/15 Date of next meeting
Monday 14th October 2019 6:00pm at the Memorial Hall.
