You are hereby summoned to attend a meeting of the Community & Leisure Services Committee to be held at on Monday 6th July 2020 at 7pm

The meeting is open to the public who are encouraged to join the meeting and participate at the appropriate time. Any member of the public wishing to do so should email tcm@newmarket.gov.uk to receive an invitation to the Zoom meeting. No special software is required. The meeting will be conducted in the usual way with one person speaking at a time, those wishing to speak putting their hands up and the Mayor determining whose turn it is to speak. Voting will be by show of hands as normal.

Occasionally matters relating to contractual or staffing issues do have to be held in the confidential part of the meeting.

Members of the public and press may not orally report or comment about a meeting as it takes place if present at a meeting of the Council, but otherwise may:
a. film, photograph or make an audio recording of the meeting;
b. use any other means for enabling persons not present to see or hear proceedings at a meeting as it takes place or later;
c. report or comment on the proceedings in writing, during or after a meeting or orally after the meeting.
This meeting is being held on the online Zoom platform and is being recorded. Any member of the public in attendance who does not wish to be included in the recording can disable their video although this would prohibit their ability to participate in the meeting at the appropriate time.

1) To elect a Chairman for the Community & Leisure Services Committee for the municipal year 2020/2021

2) To elect a Vice Chairman for the Community & Leisure Services Committee for the municipal year 2020/2021

3) Chair to announce that proceedings are being recorded and to advise that all participants will be muted by the host of the meeting who will unmute the individual the Chairman has invited to speak

4) Apologies for absence.

5) Declaration of Members’ Interests & to remind Councillors of the need to keep up to date their Register of Members’ Interests and to consider any requests received for Members’ Dispensation.

6) Minutes To receive and confirm for accuracy the Minutes of the Leisure Services Meeting held on 2nd March 2020 and the Minutes of the Community Services Meeting held on 9th March 2020 and any matters arising.

7) Public Participation – An invitation to members of the public to put questions/statements of not more than 3 minutes duration. Resolutions can only be made on items on the agenda, but Councillors are very happy for matters to be brought to their attention.

8) Accounts – To receive the accounts for Community and Leisure for Month 3 (to be tabled).

9) Earmarked reserve allocations – to consider future allocations to EMR as referred from Full Council (EMR to be tabled).

10) Co-option– to consider the co-option of Philippa Winter as a non-Council member to this committee in accordance with SO 30 ii).

11) West Suffolk Council sla – to receive an update on the Service Level Agreement.

12) Cemetery –

a. Anti-social behaviour – to receive an update and discuss issues including vehicle access.

b. Path and hardstanding – to consider a request from WSC for a path and proposals for a fenced/gated hardstanding area.

13) Memorial Gardens –

a. Kiosk – to consider future viability given issues raised about facilities available.

b. Play equipment – to note the current arrangements for play inspections (report herewith).

c. Quotes – to consider prices received for aerial runway launch pad and ASB mitigation measures for the slide/castle.

14) Website – to note that a new website will be required to meet The Public Sector Bodies (Websites & Mobile Applications) (No. 2) Accessibility Regulations 2018 coming into effect in               September 2020 and agree to seek quotes for same (relevant guidance herewith)

15) Bill Tutte Memorial – to receive an update on cleaning of the hard surface.

16) Cricket at the Severals  – to receive an update.

17) St Mary’s square – to consider parking issues raised by a member of the public.

18) Equipment  – to review whether to sell the strimmer and other equipment.

19) Sid device – to receive an update
