CL/21/03/1 Chairman to Announce that Proceedings May be Filmed or Recorded
The Chairman opened the meeting and announced that proceedings are being recorded and to advise that all participants will be muted by the host of the meeting who will unmute the individual the Chairman has invited to speak.
CL/21/03/2 Apologies for Absence
Apologies were received from Cllr Anderson.
CL/21/03/3 Declaration of Member’s Interests and to Remind Councillors of the Need to Keep up to Date Their Register of Member’s Interests and to Consider Any Requests Received for Members Dispensation
None noted.
CL/21/03/4 To Receive and Confirm for Accuracy the Minutes of the Community and Leisure Services Committee Meeting Held on Monday 1st February 2021 and Any Matters Arising
Members received the minutes of the Community and Leisure Services Committee meeting held on 1st February 2021 and the following was agreed:
CL/21/03/4.01 Resolved
That the minutes of the Community and Leisure Services Committee meeting held on 1st February 2021 be adopted and signed as a true record by the Chairman of the Community and Leisure Services Committee.
There were no matters arising.
CL/21/03/5 Public Open Session
Resident, Douglas Hall spoke to item 12 SIDs and the lack of permanent speed indicators in Newmarket, noting that their use was discouraged as after time they were often ignored.
CL/21/03/6 To Receive the Accounts for February 2021
The accounts for February 2021 were received and noted.
CL/21/03/7 Water Bowser
RFO presented 3 quotes to purchase a water bowser and the following was agreed:
CL/21/03/7.01 Recommendation
That the quote from Ben Burges for £5,995 to purchase a water bowser be accepted and a tow bar be purchased for a cost of up to £200
CL/21/03/7.02 Recommendation
That any staff/resource implications for operating the water bowser be referred to the HR Committee to consider.
CL/21/03/8 Cemetery Matters
Town Clerk reported that she would be meeting with West Suffolk Council to discuss amendments to the Cemetery Regulations, and would report back to the Committee.
CL/21/03/9 Clock Tower Project
Members were advised that work on would commence on the project 15th March 2021.
CL/21/03/10 Newmarket Cricket Club Booking of the Pavilion and Severals
A report was presented on the aims of the Cricket Club to bring competitive cricket back to Newmarket on a par with rugby, football, hockey and tennis and to foster local talent especially youngsters of all genders. Start-up fees were quite large and the club and would be grateful of NTC support to waive the fees for the first season.
It was noted that increased use of the Pavilion was identified at a recent strategy meeting and adopted by the council as a means of discouraging antisocial behaviour at the Severals.
The matter of fees was discussed along with a draft hire agreement issued by NTC to the Cricket Club, and the draft licence that had been received in return.
A meeting would be held with the representatives of the Cricket Club regarding the draft licence and hire agreement and the matter would be revisited at the next meeting.
CL/21/03/11 Christmas Lights Working Group
Events Manager reported that the Working Group had agreed the colour schemes for the High Street and for the 3 gateways to the Town. Five quotes were considered for a 3-year and 5-year contract to include installation, maintenance, takedown and storage and the following was agreed:
CL/21/03/11.01 Recommendation
That the quote from Gala Lights for £12,610 per year to install, maintain, take down and store the Christmas lights for a 5-year contract be approved.
CL/21/03/12 Speed Indicator Devices (SIDS)
The mobile devices and how they are used were discussed and it was noted that residents welcome them, but would prefer flashing warnings of speeding incidents. The ability to change the settings of the devices would be investigated and an application to SCC Highways for ANPR devices would be submitted.
CL/21/03/13 Soap Box Derby
Events Manager reported that the Working Group had suggested changing the event to a Family Fun Day. It was noted that the last event was hugely successful and the Working Group would be asked to consider adding a Family Fun Day to make it a bigger event.
CL/21/03/14 Correspondence
Email regarding Snailwell Road – Cllr Drummond reported that in his role of County Councillor at Suffolk County Council he had used his locality budget to undertake a scheme to improve the junction for pedestrian safety. The plan proposed by SCC Highways Department as the most suitable solution for the site, would commence soon.
