Minutes of a Meeting of the Community & Leisure Services Committee held on Monday 1st February 2021 at 7:00 pm via Zoom

CL/21/02/1 Chairman to Read Fire Safety Notice and Announce that Proceedings May be Filmed or Recorded
The Chairman opened the meeting and announced that proceedings are being recorded and to advise that all participants will be muted by the host of the meeting who will unmute the individual the Chairman has invited to speak.

CL/21/02/2 Apologies for Absence
Apologies were received from Cllrs O’Neill and Anderson.

CL/21/02/3 Declaration of Member’s Interests and to Remind Councillors of the Need to Keep up uo Date Their Register of Member’s Interests and to Consider Any Requests Received for Members Dispensation
None noted.

CL/21/02/4 To Receive and Confirm for Accuracy the Minutes of the Community and Leisure Services Committee Meeting Held on Monday 4th January 2021 and Any Matters Arising
Members received the minutes of the Community and Leisure Services Committee meeting held on 4th January 2021 and the following was agreed:

CL/21/02/4.01 Resolved
That the minutes of the Community and Leisure Services Committee meeting held on 4th January 2021 be adopted and signed as a true record by the Chairman of the Community and Leisure Services Committee.

There were no matters arising.

CL/21/02/5 Public Open Session
No members of the public wished to speak.

CL/21/02/6 To Receive The Accounts For January 2021
The accounts for January 2021 were received and noted.

CL/21/02/7 Water Bowser
RFO reported that funds were available to purchase a pull along water bowser with a pressure washer attachment to water the Cherry trees that NTC were responsible for along with other planting areas not covered by the West Suffolk SLA. Quotes would be obtained and presented at the next meeting.

CL/21/02/8 Cemetery Matters
Revised Cemetery fees and charges for 2021/2022 were considered and the following was agreed:

CL/21/02/8.01 Recommendation
That the revised Cemetery fees and charges for 2021/2022 be received and adopted from 1st April 2021.

The revised Cemetery Regulations were considered and the following was agreed:

CL/21/02/8.02 Recommendation
That the revised Cemetery Regulations for 2021/2022 be received and adopted from 1st April 2021

CL/21/02/9 Memorial Gardens
Monthly Play Area Inspection SLA – The Play Inspection SLA for 2021/2022 was considered and the following was agreed:

CL/21/02/9.01 Recommendation
That the Play Inspection SLA for 2021/2022 be received and adopted.

CL/21/02/10 Clock Tower Project
Members were advised that contracts were ready to be signed and a start date would be agreed soon.

CL/21/02/11 Newmarket Carnival 2021
The Events Manger set out the options for the 2021 Carnival as follows:

1. For the event to go ahead as planned
2. To cancel the event and defer it to 2022
3. To cancel the parade and only have the fun fair

The options were considered and it was noted that 2022 would be celebrating the Queen’s Platinum Jubilee and the Carnival could have a link to this event. The following agreed:

CL/21/02/11.01 Recommendation
That the 2021 Carnival be deferred until 2022 and the budget be rolled over to next year.

CL/21/02/12 Christmas Lights Working Group
The Working Group reported that a meeting was planned for Tueday 2nd February 2021 to consider the options and an update would be provided next month.

CL/21/02/13 Newmarket Bombing Event
The Events Manager reported that due to the pandemic, the event should be deferred to February 2022 and the following was agreed:

CL/21/02/13.01 Recommendation
That the Newmarket Bombing event be deferred to February 2022.

Deferring the event would allow more time to agree the design of the Commemorative plaque and agree a location. Early feedback showed a preference for a Commemorative plaque to be located at the Memorial Hall or Gardens.

CL/21/02/14 Correspondence
A request from the Racing Centre to book the Severals for 7th June 2021 was considered and the following was agreed:

CL/21/02/14.1 Recommendation
That the request from the Racing Centre for a provisional booking of the Severals on 7th June 2021 be approved.

CL/21/02/15 Date of Next Meeting
Monday 1st March 2021 via Zoom.

The Newmarket Market was briefly discussed and this item would be referred to the NNP Committee
