N/21/04/1 The Mayor opened the meeting and, a minute’s silence was observed in respect of the passing of HRH Prince Philip, Duke of Edinburgh.
N/21/04/2 Chairman to Announce that Proceedings May be Filmed or Recorded
The Chairman announced that proceedings are being recorded and advised that all participants will be muted by the host of the meeting who will unmute the individual the Chairman invites to speak.
N/21/04/3 Apologies for Absence
None noted. Cllrs De’Ath and Hood were absent.
N/21/04/4 Declaration of Member’s Interests and to Remind Councillors of the Need to Keep up to Date Their Register of Member’s Interests and to Consider Any Requests Received for Members Dispensation

N/21/04/5 To Receive and Confirm for Accuracy the Minutes of the Meeting Held on Monday 8th March 2021 and Any Matters Arising
Members received the minutes of the Neighbourhood Plan Committee Meeting held on Monday 8th March 2021 and the following was agreed:
N/21/04/5.01 Resolved That the minutes of the Neighbourhood Plan Committee meeting held on Monday 8th March 2021 be adopted and would be signed as a true record by the Chairman of the Neighbourhood Plan Committee after the meeting.
There were no matters arising.
N/21/04/6 Remarks from Chairman of the Neighbourhood Plan Committee
The Chairman gave a summary of the work of the Committee over the last nine months. The Working Groups were a work in progress, however some efforts had been hampered by Covid-19. There will be more Working Groups in the future to work through the list of Community Actions and listing them on the agenda was a good way to monitor progress. The composition of the Committee may well change following the election and he thanked Members for their time and work so far.
N/21/04/7 Public Open Session
Resident, Ian Young requested an account of the finances and procurement process for the Soap Box Derby 2019. Town Clerk advised that a report had been produced for the F&P Committee and this would be circulated.
N/21/04/8 To Receive the Accounts for March 2021
The accounts for March 2021 were received and noted.
N/21/04/9 Community Actions Working Group
Cycling & Public Transport (E4/E9) – It was reported that the Working Group would attend the Newmarket Rail Group webinar to discuss the East/West rail line.
Public Realm & Associated Initiatives (F3/C3) – It was reported that the trees that were requested last year had not been delivered and this will be followed up with West Suffolk Council
Parking Strategy (E10) – It was reported that the Working Group had discussed the West Suffolk Council response and a further response will be sent imploring West Suffolk Council to not introduce an increase to parking charges and time until an RPZ is in place.
SEND Provision (B3i) – There was no report available. This item will be included when further updates are available.
Yellow Brick Road (C7) – It was reported that the Community Network would carry out an inspection of the whole route and any recommendations will be reported to the next meeting.
Museum Working Group (A7)/ Local History Trail – It was reported that a space on the ground floor of Palace House was being considered as a temporary measure until a permanent site can be found.
Volunteer Working Group – It was reported that litter picking equipment had been given to volunteers and that more equipment would be required.
Newmarket Market (A9) – It was reported that a planned meeting had been adjourned and was rescheduled for Friday 16th April 2021.
Conservation Area Working Group (A1) – it was reported that the Working Group had identified errors and inconsistencies in the Newmarket Conservation Area Appraisal document (FHDC June 2009) and West Suffolk Council will be asked to review it and publish a final document.
It was noted that the document had a good account of the history of Newmarket. A West Suffolk Council Conservation Officer would be asked to present to a future meeting outlining their views as to how the document could be taken forward.

That WSC and SCC are invited to carry out a walk of the High Street to identify where improvements can be made and to regularly inspect the High Street every 6 months.
