Terms of Reference: Neighbourhood Plan Committee

Adopted by Council 29nd June 2020

Minimum of 6 members of Council
                                                                                                                                                                                                                        Quorum=3 or a third of members whichever is the higher

Function of the Council 

  1. All functions as set out in the Terms of Reference; the committee has no delegated powers
  2. To work towards delivering the objectives set out in the Neighbourhood Plan (NNP) namely:
    A: To promote and maintain the character and prosperity of the Town
    B: To improve and promote well-being for all residents
    C: To value and protect our environment
    D: To develop sustainable housing within the boundary of the designated area
    E: To develop a sustainable transport network
    F: To create a vibrant, attractive Town Centre which enhances Newmarket as a Major Tourist Destination
  3. To work towards delivering the community actions set out in the Neighbourhood Plan under each objective set out above
  4. To work with the Developments and Planning Committee to ensure robust responses to planning applications where a relevant policy in the NPP applies
  5. To work with the community and Leisure services committee to ensure that relevant maters are developed in accordance with the community actions in the NNP, specifically those in A, B, C, E & F

NB. Any actions delegated to the Town Council Manager/Proper Officer may in his/her absence be undertaken by the Responsible Financial Officer, after seeking advice if appropriate, if the matter cannot wait until the Town Council Manager’s return.
Any actions delegated within these Terms of References, Financial Regulations or Standing orders for contracts to the Responsible Financial Officer may in his/her absence be udertaken by the Proper Officer.
