Dog fouling is a major concern for many people in Newmarket, and the problem is, unfortunately, growing.
Under the Dog Fouling Act 1996, it is illegal to leave dog waste in the majority of public spaces. Those with disabilities that restrict their sight or mobility are exempt, including pet owners that are registered as blind as well as working animals, such as police or sheep dogs.
Dog waste can be harmful to the environment as well as unhygienic, and a health hazard. It’s no surprise that there are few exceptions to the dog fouling laws.
Allowing your dog to foul in a public space without clearing it up, is a criminal offence. In 2017 West Suffolk Council introduced a Public Space Protection Order (PSPO) setting the Fixed Penalty Notice (FPN) at £80, with a maximum fine of £1,000, for those caught offending. Apart from the legal consequences of dog fouling, there are obvious health implications and the danger of people being injured by slipping on dog mess.
The local council and volunteer groups endeavour to keep the streets clean, but if you are aware of a problem area for dog fouling then you should report it to West Suffolk Council on 01638 719000 or 01284 763233 or email customer.services@westsuffolk.gov.uk. You are not advised to approach irresponsible dog owners directly.
A dog fouling campaign is being launched by West Suffolk Council “Bag it and Bin it”. The aim of this campaign is to encourage dog owners to clear up after their pets. West Suffolk Council is teaming up with Newmarket Town Council to help tackle the issue.
Newmarket Town Council continues to provide free dog waste bags to eradicate dog mess in Newmarket. As soon the restrictions are lifted and the office re-opens to the public, dog owners can collect the bags from the Memorial Hall reception during office hours. Please do not place dog waste in your household recycling bin, as this will contaminate your recycling.
West Suffolk Council has produced a toolkit, to help those affected understand and tackle this behavior.
