Memorial Hall, High Street, Newmarket, CB8 8JP

Councillors are hereby summoned to attend for the purpose of transacting the business that follows
A G E N D A
1. Welcome – The Mayor to read the fire safety notice and announce that this meeting is being recorded
and to ask whether anyone else intends to record the meeting
2. Apologies for absence
3. Declaration of interests
a) Councillors are invited to raise any declarations of interest concerning items on the agenda
b) To consider any requests for dispensation
4. Minutes of the previous meeting held 30th January 2023
a) To consider and adopt the minutes, as a true record of the proceedings
b) To consider any matters arising
5. Public participation – an invitation to members of the public to make representations to Councillors.
Resolutions can only be made on items on the agenda
Rules of public participation: no person may for longer than 3 minutes in total. The maximum time
permitted for this item is 15 minutes. This is the only opportunity during the meeting, for members of the
public to address Councillors.
6. Councillor Reports – to receive and note reports (if any) from County and District Councillors, Ward
Reports and outside bodies reports from Town Councillors
7. Announcements – To receive the Town Mayor’s and Deputy Mayor’s Announcements (if any)
8. Committee Meetings
a) To receive the minutes and consider and approve any recommendations from the Development &
Planning meetings held on 6th February 2023 & 20th February 2023
b) To receive the minutes and consider and approve any recommendations from the Community
Services meeting held on 6th February 2023
c) To receive the minutes and consider and approve any recommendations from the Performance &
Audit meeting held on 20th February 2023 (to follow)
9. Suffolk Constabulary – to receive a report
10. Streetlighting – to receive information regarding the upgrade of Council-owned streetlights
11. Elections 4th May 2023 – to receive information regarding the election timetable and process
12. Service Level Agreement – to approve the provider(s) for 1st April 2023 to 31st March 2026 (to follow)
13. Dates for 2023 – to approve dates for:-
a. Annual Meeting of the Council (new) – Thursday 11th May 2023 6.15pm
b. Annual Meeting of the Town (residents) – Thursday 18th May 2023 6.15pm
c. Mayor’s Civic Event – Friday 21st April 2023 6.30pm to 8.30pm
14. Legends of the Turf (LOTT) – to discuss the High Street trail
15. Transport – to receive updates regarding bus services (to follow)
16. Citizen’s Advice Bureau – to discuss level of funding for 2023/2024
17. Budget 2022/2023 – to receive the projected outcome
18. Reports – to receive reports from the following working groups –
a. Yellow Brick Road (verbal)
b. Town Museum
19. Disasters Emergency Committee – to ratify an emergency donation by the Town Council to relief fund
for Turkiye and Syria following the recent earthquake
20. Qualification – to receive a request for study leave (verbal)
