L/23/01/1 Chairman to Read the Fire Safety Notice and Announce that Proceedings May be Filmed or Recorded
The Chairman opened the meeting read out the fire safety briefing and announced that no fire alarm was planned and that the meeting may be filmed or recorded.
L/23/01/2 Apologies for Absence
Apologies were received from Cllrs Anderson, Hood and Lay. Cllrs De’Ath and Hall were absent.
L/23/01/3 Declaration of Member’s Interests and to Remind Councillors of the Need to Keep up to Date Their Register of Member’s Interests and to Consider Any Requests Received for Members Dispensation
None noted. There were no requests for dispensations.
L/23/01/4 To Receive and Confirm for Accuracy the Minutes of the Leisure Services Committee Meeting Held on Monday 7th November 2022 and Any Matters Arising
Members received the minutes of the Leisure Services Committee meeting held on 7th November 2022 and the following was agreed:
L/23/01/4.01 Resolved
That the minutes of the Leisure Services Committee meeting held on 7th November 2022 be adopted and signed as a true record by the Chairman of the Leisure Services Committee.
There were no matters arising.
L/23/01/5 Public Open Session
No members of the public were present.
L/23/01/6 To Receive the Accounts
The accounts for December 2022 were received and noted.
L/23/01/7 Memorial Gardens
The WSC Memorial Gardens safety report was received and noted.
L/23/01/8 Soapbox Derby
Working Group Report – a verbal update was given on a post evaluation session
between the Working Group, Jockey Club and teams and the following areas had been
identified for improvement:
• Prizes for the winners
• More entertainment
• Additional Parking – second location with shuttle busses
• Improve the viewing – digital screen
• More teams
• Use of bales close to the ramps and plastic barriers
• The date be changed to July and to not clash with racing days
• The next Soapbox event to take place in July 2024
L/23/01/9 Events
Christmas 2022 – a verbal report was given on the three-day event which was well
attended each day. Young families had the opportunity to try ice skating for the first
time and the children loved the fun fair rides. There was a long queue for photos with
Santa in the snow globe and special thanks were given to the PCSO for stepping into
the role of Santa for a second year. The outdoor food stall holders were very happy
with the sales and the footfall was satisfactory for the indoor market with some stall
holders doing exceptionally well.
A further Christmas Workshop funded by WSC was held and approximately 50
children with their families attended with 37 of them receiving a free holiday meal.
Coronation Event – a verbal report was given and an outline of the event activities
included the following:
• The event will be held on Monday 8th May 2023 from 1:00pm – 7:00pm
• Fun fair rides
• A stage with live bands and a horrible history performance
• Food & drink and community stalls
• Crown art workshop
• Games arena
• Circus whiz
• Other entertainment to be considered
• Beacon lighting and National Anthem
• A Budget of £10,00 had been allocated to fund the event.
L/23/01/10 Newmarket Venues
The Events Manager presented a report on the bookings for January and February,
noting that £4,231 income was received in November and £6,202 in December 2022;
£32,908 Year-To-Date.
Weekly dance events £344, Meeting £51.88, Blood donation £360, Daily booking Pavilion £1,666, Weekly booking Pavilion £67.50, 2x Yoga classes Pavilion £100, Weekly outdoor fitness classes £99.96, Newmarket Community arts weekly Pavilion use: Free.
Bookings for February 2023 – 1x Charity music event £60, 1x Monthly dance event £120, Weekly dance events £384, Meeting £51.88, 3-day Sunnica hearing £1.520, Blood donation £360, Weekly bookings Pavilion £54, Daily booking Pavilion £1,666, Weekly outdoor fitness classes £99.96, Newmarket Community arts weekly Pavilion use: Free.
Thanks were given to the Events Manager for all of her efforts and achievements.
L/23/01/11 Correspondence
A request to use the Pavilion on Saturday 17th June 2023 for a charity walk was considered and an item will be added to the next full Town Council agenda.

Monday 6th March 2023 at the Memorial Hall.
