Apologies were received from Cllr Yarrow.  Cllr Hall was absent.

F/22/09/3              Declaration of Member’s Interests and to Remind Councillors of the Need to Keep up to Date their Register of Member’s Interests and to Consider any Requests Received for Members Dispensation

None noted.  There were no requests for dispensations.

F/22/09/4              To Confirm the Minutes of the Meeting Held on 25th July 2022 and any Matters Arising

Members received the minutes of the Finance & Policy Committee meeting held on 25^th July 2022 and the following was agreed:

F/22/09/4.01 Resolved

That the minutes of the Finance & Policy Committee meeting held on 25^th July 2022 be adopted and signed as a true record by the Chairman of the Finance & Planning Committee.

There were no matters arising.

F/22/09/5              Public Open Session

No members of the public wished to speak.

F/22/09/6              Submission of Schedules of Payments for Information CB1 – CB4 2022

Members reviewed CB1 – CB4 for July and August 2022 and the following was agreed:

F/22/09/6.01 Recommendation

That the ratification of the schedules of payments for the period 01/07/2022 – 31/08/2022 (Cash Book 1 – 4) be received and adopted.

F/22/09/7           To Confirm the Bank Statement Balances & Related Bank Reconciliation have been signed by the Chairman of F&P Committee

The Chairman of the Finance & Policy Committee confirmed scrutiny of the bank reconciliations relating to the end of 31/08/2022 (up to and including month 5) for the Town Council’s Current, Petty Cash, Salaries and Barclaycard Cashbooks.

F/22/09/8              To Receive the Income and Expenditure

The Income and Expenditure reports for August 2022 were received and noted.

F/22/09/9            Grants

The grant paid to CAB West Suffolk for £3,000 was reviewed in light of a report on the current demands for their service and the following was agreed:

F/22/09/9.01 Recommendation

That a further grant to CAB West Suffolk for £2,000 be approved and that £2,000 be vired from account 4076/101 to account 4075/101.

Further information was requested on the services and funding arrangements available in Newmarket.

A grant application from Newmarket BID to support the Christmas Lights was considered and the following was agreed:

Cllr Drummond declared a non-pecuniary interest in the following item.

F/22/09/9.02 Recommendation

That a grant for £500 be awarded to Newmarket BID to support the Christmas Lights Switch On.

The monthly health and safety report was received and noted.
