The Chairman opened the meeting read out the fire safety briefing and announced that no fire alarm was planned and that the meeting may be filmed or recorded.

Apologies were received from Cllr De’Ath.

N/22/03/3             Declaration of Member’s Interests and to Remind Councillors of the Need to Keep up to Date Their Register of Member’s Interests and to Consider Any Requests Received for Members Dispensation

None noted.  There were no requests for dispensations.

N/22/03/4             To Receive and Confirm for Accuracy the Minutes of the Meeting Held on Monday 14^th February 2022 and Any Matters Arising

Members received the minutes of the Neighbourhood Plan Committee Meeting held on Monday 14^th February 2022 and the was agreed:

N/22/03/4.01 Resolved

That the minutes of the Neighbourhood Plan Committee meeting held on Monday 14^th February 2022 be adopted and would be signed as a true record by the Chairman of the Neighbourhood Plan Committee.

Matters Arising: Regarding information requested from WSC pertaining to funding of Bury St Edmunds local museum(s).  The Clerk confirmed that this had been requested and was awaited.

N/22/03/5             Public Open Session

A member of the public enquired regarding the WSC Cabinet Meeting and the discussions concerning the St Felix School site Draft Development Brief; would the Town Council be sending representation? It was noted that the Town Council had submitted its representations previously.

N/22/03/6             To Receive the Accounts

The accounts for February 2022 were received and noted.

N/22/03/7             Quiet Lanes

The Quiet Lanes Suffolk project was discussed with information being received and noted.  It was felt that there were no roads suitable in Newmarket parish for Quiet Lane assigning.

N/22/03/8              Market

An excerpt from the Newmarket Vision Steering Group Meeting on 13/1/22 regarding an update on the Market relocation was received along with further information from WSC regarding the current status of proceedings.  The minutes show that there was a unanimous vote to move the Market to Palace Street.  There are delays due to consultation with the Fire Service and Highways.

Discussion by the Town Council acknowledged that the best place for the Market is the High Street, but that safety issues affected this causing the temporary relocation to Market Square.

A Market Review in West Suffolk is ongoing by WSC Overview and Scrutiny Committee and it was agreed:

N/22/03/8.01 Recommendation

That the publication of the WSC Overview and Scrutiny Committee Market Review will be awaited, with a request for Newmarket Town Council to be consulted on any decisions.

N/22/03/9              Bio-Diversity

The Community Action to adopt a species and create a 3-year plan was considered and the following was agreed:

N/22/03/9.01 Recommendation

That Swifts are adopted as the species for 2022/2023 and that the Climate Change Working Group recommends the next 2 year’s species to adopt and to regularly report back to the NNP Committee.

N/22/03/10          Public Rights of Way Working Group

A report on the new PROW Working Group membership was noted.  The process to amend the DMMO was noted.  The PROW Working Group has its initial meeting on 6/4/22 and will report progress back to the Neighbourhood Plan Committee.

N/22/03/11         Parish Alliance (Sunnica Group)

NTC Membership of the group and a donation to the fund was discussed.  The matter of what would happen to any donation(s) if the group fails to raise the full amount required will be asked.  The following was agreed:

N/22/03/11.01 Recommendation

That NTC supports the group’s endeavours to defend the area.  The matters of NTC membership of the group and donation will be deferred to the Finance and Policy Committee for consideration.

N/22/03/12         Health and Well-Being Policy

The Community Actions from the Health and Well-Being Policy were considered.  The Mayor had met with Chris Pyburn, Public Health Manager at SCC, to discuss the way forward following the report publication.

West Suffolk Alliance, covering Health and Care and which has Clinical Commission membership, will be contacted with the Mayor doing a presentation to the group.

The Mayor will be writing to Newmarket’s Suffolk County Councillors to request that the profile of the report is raised within SCC.

The Mayor will contact West Suffolk Council Locality Network group to organise attendance at its next meeting.

NTC will also promote the report itself.

It was agreed:

N/22/03/12.01 Recommendation

That the Health and Well-Being Working Group will meet with a view to discussing a calendar of 12-18 months of achievable activities and a program of work.
