Minute

N/22/02/1  Chairman to Read the Fire Safety Notice and Announce that Proceedings May be Filmed or Recorded

The Chairman opened the meeting read out the fire safety briefing and announced that no fire alarm was planned and that the meeting may be filmed or recorded.

N/22/02/2  Apologies for Absence

Apologies were received from Cllrs De’Ath, Crissal and Winter.

N/22/02/3  Declaration of Member’s Interests and to Remind Councillors of the Need to Keep up to Date Their Register of Member’s Interests and to Consider Any Requests Received for Members Dispensation

None noted.  There were no requests for dispensations.

N/22/02/4  To Receive and Confirm for Accuracy the Minutes of the Meeting Held on Monday 17th January 2022 and Any Matters Arising

Members received the minutes of the Neighbourhood Plan Committee Meeting held on Monday 17th January 2022 and the was agreed:

N/22/02/4.01 Resolved

That the minutes of the Neighbourhood Plan Committee meeting held on Monday 17th January 2022 be adopted and would be signed as a true record by the Chairman of the Neighbourhood Plan Committee.

There were no matters arising.

N/22/02/5  Public Open Session

R Fletcher offered to help the debate for item 7 if required.

A member of the public spoke to item 9 – PROW and suggested that the remit should be expanded to include all Public Rights of Way.

A member of the public wanted to know how much a member of the public was paid to help putting the NNP together and who was Mayor at the time.  The Chairman asked the member of the public to email the questions to the Town Clerk.

N/22/02/6  To Receive the Accounts

The accounts for January 2022 were received and noted.

N/22/02/7  Town Museum

The new Chairman of the Working Group gave a verbal update on the work so far and confirmed the list of current members.  Proposals are being investigated and when they have been firmed up a meeting will be held to consider them.

A request was made to find out how West Suffolk supports the Bury St Edmunds Museum financially.

It was confirmed that any future Business Case would be put to Full Town Council going forward.

On request, Councillor Drummond confirmed that, in his role at West Suffolk Council, he was in discussions with officers regarding the previous Newmarket Town Council offer for leasing a building and that the offer had been viewed as a derisory offer.

R Fletcher left the meeting.

N/22/02/8 Market

The Market Charter was discussed.  It was suggested that Members of Newmarket Town Council could reconsider taking back control of the Market from West Suffolk.  WSC/Newmarket BID/Newmarket Vision Group all wish the Market to move to Palace Street and there will be a report provided at the next committee meeting.

N/22/02/9  Public Rights of Way Working Group

A verbal update was given and the following was agreed:

N/22/02/9.01 Recommendation

That the 2 Working Groups from the D&P and NNP Committees for Public Rights of Way be consolidated and report to the NNP Committee.  That the members of the PROW Working Group are Cllrs Hall Drummond, Ferries, O’Neill and that 2 members of the public be invited to the membership.

N/22/02/10 Correspondence

West Suffolk Local Plan – the dates for the consultation were noted and the following was agreed:

N/22/02/10.01 Recommendation

That the West Suffolk Local Plan consultation be informed that NTC will be making a presentation to lobby for a change to the St Felix school site housing allocation and request that it is changed to zero to allow adequate space for a Community Sports Hub.
