CL/21/12/1 Chairman to Read the Fire Safety Notice and Announce that Proceedings May be Filmed or Recorded
The Chairman opened the meeting read out the fire safety briefing and announced that no fire alarm was planned and that the meeting may be filmed or recorded.
CL/21/12/2 Apologies for Absence
Apologies were received from Cllrs Appleby, Crissall, Drummond and Hall. Cllrs Anderson and Hood were absent.
CL/21/12/3 Declaration of Member’s Interests and to Remind Councillors of the Need to Keep up uo Date Their Register of Member’s Interests and to Consider Any Requests Received for Members Dispensation
Cllr Harvey declared a non-pecuniary interest in item 10. There were no requests for dispensations.
CL/21/12/4 To Receive and Confirm for Accuracy the Minutes of the Community and Leisure Services Committee Meeting Held on Monday 1st November 2021 and Any Matters Arising
Members received the minutes of the Community and Leisure Services Committee meeting held on 1st November 2021 and the following was agreed:
CL/21/12/4.01 Resolved
That the minutes of the Community and Leisure Services Committee meeting held on 1st November 2021 be adopted and signed as a true record by the Chairman of the Community and Leisure Services Committee.
There were no matters arising.
CL/21/12/5 Public Open Session
No members of the public wished to speak.
CL/21/12/6 To Receive the Accounts
The draft accounts for November 2021 were received and noted.
CL/21/12/7 Budget 2022/2023
The draft C&L budget for 2022/2023 was considered and the following was agreed:
CL/21/12/7.01 Recommendation
That the C&L Budget for 2022/2023 be approved.
CL/21/12/8 Rayes Lane Parking
The Chairman reported that details of the parking permits from West Suffolk were awaited.
CL/21/12/9 Clock Tower
The Chairman reported that quotes to carry out the recommended refurbishments were awaited.
Cllr Harvey declared a non-pecuniary interest in the following item.
CL/21/12/10 Car Boot Sales
The Events Manager presented a report on the relocation of the car boot sales from the Severals to the George Lambton Field. The report was considered and the following was agreed:
CL/21/12/10.01 Recommendation
That the location of the car boot sales be relocated to the George Lambton Field for a trial period in the 2022 summer season.
CL/21/12/11 Remembrance Sunday Debrief
The Chairman reported that more people had attended the War Memorial Service this year and the bugler did an excellent job. The addition of a choir next year would improve the event along with additional publicity. Thanks were given to the Event Manager for organising the event.
Waitrose had increased the amount collected and had raised £6027.52; the increase being largely due to taking card payments. The collection at Tattersalls had raised £303.28.
CL/21/12/12 Newmarket Venues
The Events Manager gave a verbal report on the bookings for November, noting that £2,217 income was received in November 2021; £22,953 Year-To-Date. Bookings for December were quieter with 2 NHS Blood Donation bookings, 1 New Years Eve party and 1 meeting for December.
A member of the public left the meeting.
CL/21/12/13 Correspondence
A Resident letter regarding Flagship property on Windsor Road, and the Icewell Hill Garages was noted. Cllr Yarrow reported that he was in contact with Flagship Housing regarding the garages at Icewell Hill where there is also a rat issue.
The list of issues raised will be sent to Flagship Housing for them to address along with an invitation to attend the CL meeting in January 2022 to report on progress at resolving the issues raised.
Cllr Yarrow gave an update on the rat issue at Freshfields and requested better support from West Suffolk.
The Chairman reported that a car had crashed into the Cemetery wall and an insurance claim will be submitted.
It was noted that several positive comments had been received regarding the Christmas Lights.
