21/09/1 Welcome
The Mayor opened the meeting and read out the Fire Safety Notice and announced that the meeting was being recorded.
21/09/2 Apologies for Absence – LGA 1972, Section 85(1) & (2)
Apologies were received from Cllr O’Neill. Cllrs Anderson and Berry were absent.
21/09/3 Declaration of Members Interests & to Remind Councillors of the Need to Keep up to Date Their Register of Member’s Interests and to Consider any Requests Received for Member’s Dispensation
Cllr Hall declared a non-pecuniary interest in item 5.

21/09/4 To Receive a Presentation from Newmarket Cricket Club to Discuss the Club’s use of the Severals
The Mayor congratulated the Club on their performance this year and gaining promotion. Many people had expressed their appreciation that cricket is being played on the Severals and a lot of letters of support had been received.
Frank Stennett gave a presentation on the Club’s progress and outlined their future plans to expand the Club and encourage children and ladies to join the Club. To achieve this, he requested the support of NTC by extending the current agreement until the end of the 2022 season.
A water connection for the cricket square to allow for a sprinkler system would be required. Weeding and seeding to the ground would be carried out by the Jockey Club. There would be a necessity for new portable sight screens and an electronic scoreboard. Future training net requirements would be initially addressed over winter at an alternative location, with an onward outdoor location being sought.
The Mayor advised that the waiving of fees would be referred to the C&L Committee for financial consideration.
A question and answer session followed to clarify the request for support and a proposal was made for NTC to continue their support and extend the current agreement for the 2022 season. However, a point of order was raised regarding the newly elected Cllrs not seeing the current agreement and a further proposal was made to defer the resolution.
A recorded vote was requested and votes were cast as follows:
Votes for – Cllrs Appleby, Borda, Clover, Crissall, Hall, Harvey, Hulbert, Jefferys, Lay, Winter and Yarrow.
Votes against – none noted.
The vote was carried and the following was agreed:
21/09/4.01 Resolved
That a resolution for NTC to continue supporting the Cricket Club by extending the current agreement for the 2022 season be deferred to the full Council meeting to be held 27th September 2021; to allow further information to be circulated to all Members to facilitate an informed decision.
