Minutes of the Annual Meeting of the Newmarket Town Council held on Tuesday 7th May 2019 at 6.00 pm at the Memorial Hall, High Street, Newmarket, Suffolk, CB8 8JP

TCM welcomed existing and new Councillors to the meeting and read out the Fire Safety Briefing.
TCM presented the Mayor with a plaque for her service and thanked her for her leadership and her support over the year. The Mayor gave thanks and said it had been a pleasure and an honour to serve the Town.
Cllrs Anderson and Hirst joined the meeting
19/05/1 Election of Town Mayor
TCM advised that there were two nominations for the position of Town Mayor.
Cllrs Drummond and Lay proposed Cllr Hood and Cllrs Borda and Yarrow proposed Cllr Jefferys for the position of Town Mayor. A vote was taken and the following was agreed:

Cllr Hood was duly elected to serve as Town Mayor for Newmarket for 2019/20.
19/05/2 Town Mayor’s declaration of acceptance of office
The Mayor signed the declaration of acceptance of office of Town Mayor.
19/05/3 Election of Deputy Town Mayor
The Mayor invited nominations for the position of Deputy Town Mayor.
Cllrs Drummond and Hood proposed Cllr Lay and Cllrs Borda and Yarrow
proposed Cllr Jefferys for the position of Deputy Mayor. A vote was taken and the following was agreed:

Cllr Lay was duly elected to serve as Deputy Town Mayor for Newmarket for 2019/20.
19/05/4 Deputy Town Mayor’s declaration of acceptance of office
Cllr Lay singed the declaration of acceptance of office of Deputy Town Mayor.

19/05/6 ANNOUNCEMENT TO COUNCILLORS THAT PROCEEDINGS MAY BE FILMED, PHOTOGRAPHED OR RECORDED
The Mayor read out the announcement that the proceedings may be filmed or recorded.
19/05/7 Declaration of members interests and to remind councillors of the need to keep up to date their register of members interests and to consider any requests received for members dispensation
None noted.
19/05/8 Public participation an invitation to members of the public to put questions/statements of not more than 3 minutes duration relating to items listed in the public part of the agenda of matters relating to the business of the council.
Two residents congratulated the Council on their achievements during the last year and hoped that the new Council would carry on the good work. Particular thanks were given for the work in the Memorial Gardens and on the Neighbourhood Plan and the Council were asked to invite West Suffolk Planning Officers to give a presentation on the historic development applications for Queensbury Lodge which had been going on since the 1980s.
19/05/9 To receive and confirm the minutes of the ordinary Town Council meeting held on 23rd April 2019
The Mayor presented the minutes of the ordinary Town Council meeting held on 23rd April 2019 and the following was agreed:
19/05/9.01 Resolved
That the minutes of the Ordinary Town Council meeting held on 23rd April 2019 be adopted and signed as a correct record by the Town Mayor.
Matters arising:
Page 2 – The Mayor advised that the request from the Monitoring Officer and Independent Person for Cllr O’Neill to apologise to Cllr Drummond, the Mayor and NTC was still outstanding and offered an opportunity for Cllr O’Neill to apologise this evening. Cllr O’Neill apologised whole heartedly and this was accepted by Cllr Drummond and the Mayor.
Page 3 – 19/04/7 – The Mayor advised that the use of the Severals for the Children’s Boot Camp would be offered free of charge and that the TCM would ask the organiser to offer a free place to a deserving candidate as well.
Page 3 – 19/04/12 – A request was made to add an agenda item for Lifecraft to the next agenda.
Page 5 – 19/04/18 – TCM advised that the date of the Annual Town Meeting had changed and would now be held on Tuesday 21st May 2019.
Page 7 – 19/0424 – The Mayor advised that all Cllrs would be issued with a NTC email address.
A member of the Public left the meeting and two representatives of the Islamic Centre joined the meeting.
The Mayor proposed that item 8 be re-opened and the following was agreed:

That item 8 be re-opened.
A representative from the Islamic Centre invited Cllrs to join them at the Islamic Centre on Saturday 18th May 2019 for a taste of Ramadan.
The Mayor thanked him for the kind invitation and TCM would circulate the details to all Members.
The representatives gave thanks and left the meeting.
19/05/10 To appoint members to committees of the council and appoint chairman and vice chairman of each committee
The Mayor proposed that Councillors indicate which Committee they would wish to serve on and following this each member’s applications to join a Committee would be voted on by all Members.
It was noted that the Town Mayor and Deputy Town Mayor and the preceding Town Mayor were ex officio Members of all the Town Council’s Committees.
The Town Council agreed to the following Committee memberships, Chairmen and Vice Chairmen as follows:
1. Community Services Committee 19/05/10.01 Resolved
That Cllrs Caesar, De’Ath, Drummond, Hood, Hulbert, Kerby and
Lindsay be Members of the Community Services Committee for the year 2019/20.

2. Development & Planning Committee 19/05/10.02 Resolved
That Cllrs Caesar, De’Ath, Drummond, Hood, Hulbert, Kerby, Lay and Lindsay be members of the Development & Planning Committee for the year 20019/20.

3. Leisure Services Committee 19/05/10.03 Resolved
That Cllrs Cooke, De’Ath, Drummond, Hood, Hulbert, Lay and Lindsay be Members of the Leisure Services Committee for the year 2019/20.

4. Finance & Policy Committee 19/05/10.04 Resolved
That the Town Mayor, Deputy Town Mayor, immediately preceding

5. Human Resources Committee 19/05/10.05 Resolved
That the Town Mayor, Deputy Town Mayor, Chairmen of Committees and immediately preceding Town Mayor be members of the Employment & Staffing Committee for the year 2019/20.

That the Deputy Town Mayor, Cllr De’Ath and Cllr Lindsay be
Members of the Christmas Lights Committee for the year 2019/20.
Several points of order were raised during the election of Committees regarding the voting process and TCM was asked to confirm that the procedure followed was correct.

TCM advised that interim arrangements were not required and that the Chairmen of the Committees would be appointed as bank signatories.

Cllr Hood had circulated her report and TCM had circulated it to all Members.
19/05/14 To receive and note (if any) reports from district councillors
None noted. It was noted that Cllrs Anderson, Drummond, Hood, Lay and Nobbs had been successfully elected as District Cllrs.
19/05/15 To receive the former Town Mayor’s announcements
The Mayor’s itinerary for May 2019 included the following:
24th April – Attended Newmarket Academy for the launch of the new MAGPAS helicopter
28th April – Attended Annual Scouts St Georges Day Parade and an award presentation and service at Tattersalls.
1st May – Attended Newmarket Festival Guineas launch and panel.
19/05/16 To consider correspondence
• A request from St Agnes Church for assistance with cutting the grass in front of the Church – TCM would add this item to the Community Services agenda.
