Minutes of the Meeting of the Newmarket Town Council held on Monday 17th December 2018 at 7.15 pm
at the Memorial Hall, High Street, Newmarket, Suffolk, CB8 8JP

18/12/1 Fire safety briefing and announcement that proceedings may be filmed or recorded
The Mayor opened the meeting and read out the Fire Safety Briefing and the announcement that proceedings may be filmed or recorded.

18/12/2 Apologies for absence -LGA 1972, Section 85(1) & (2)
Apologies were received from Cllrs Anderson, Berry, Morrey and Starkey. Cllr Wright was absent.

18/12/3 Declaration of members interests and to remind councillors of the need to keep up to date their register of members interests and to consider any requests received for members dispensation
None noted.

18/12/4 To receive and confirm the minutes of the public part of the town council meeting held on Monday 26th November 2018 and any matter arising
The Town Mayor presented the minutes of the Town Council meeting held on Monday 26th November 2018 and the following was agreed:

18/12/4.01 Resolved
That the minutes of the Town Council meeting held on Monday 26th November 2018 be adopted and signed as a correct record by the Town Mayor.

There were no matters arising:

18/12/5 Public participation an invitation to members of the public to put questions/statements of not more than 3 minutes duration. No resolutions can be made but councillor are very happy for matters relating to the town to be brought to their attention.
A resident thanked the Council for all their work this year on behalf of Newmarket.

18/12/6 Report form county councillors
The Mayor advised that the SCC Newsletter for November had been circulated by the TCM.

18/12/7 Report from district councillors
None noted.

18/12/8 To receive an update on Newmarket vision
The Mayor advised that there had only been one meeting since May and that a new Chairman, Paul West had been appointed. The next meeting would be held in January 2019 and this item would become a standard item on the agenda. A question was raised regarding a conference and it was confirmed that a conference was planned for 2019.

18/12/9 Ward reports from town councillors A

18/12/10 To receive reports from town councillors elected as representatives on other bodies
None noted.

18/12/11 To receive the town mayor’s sand deputy mayor’s announcements
The Mayor reported the following:

26th November – Attended a meeting with Matthew Hicks Leader of SCC regarding Newmarket issues.

28th November – Attended NTC Suffolk Emergency Planning Training and an Exning Parish Council meeting.

29th November – Attended Newmarket Academy Awards evening

3rd December – Attended a meeting at the Heritage Centre with the Arts council and HLF representatives.

5th December – Attended a meeting with Judy Dow, Suffolk Foundation regarding Newmarket and the use of Foley House space.

6th December – Attended a SCC full Council meeting.

7th December – Attended a Heritage Centre meeting with Director and Highways England/Suffolk Highways regarding signage for the Museum.

10th December – Attended a meeting at the Heritage Centre.

17th December – Attended a meeting at the Heritage Centre.

The Deputy Mayor reported the following:

Attended a Cromer Council meeting.

Attended a meeting at Lakenheath US Airforce base.

Attended a meeting at Portsmouth VETS.

Attended a meeting with Matt Hancock.

18/12/12 To receive the  minutes and consider any recommendations from the D&P committee meeting held on 3rd December 2018
The Mayor presented the report and recommendations from the Development & Planning Committee meeting held on 3rd December 2018. There were no recommendations.

18/12/13 To receive the minutes and any recommendations from the leisure services committee meetings held on 10th December 2018
The Chairman of the Leisure Services Committee presented the report and recommendations from the Leisure Services Committee meetings held on 10th December 2018.

18/12/13.01 Resolved (L/18/12/7.01 Recommendation)
That a marketing budget of £20 per month be approved for a trial of 3 months.

18/12/13.02 Resolved (L/18/12/7.02 Recommendation)
That in principle, a Jazz night be held in the Memorial Gardens as part of the Music Festival subject to costs and available budget.

18/12/13.03 Resolved (L/18/12/8.01 Recommendation)
That the draft budget for Leisure Services for 2019/2020 be adopted.

18/12/13.04 Resolved (L/18/12/15.01 Recommendation)
That an advert be placed for a replacement to run the Kiosk in the Memorial Hall Gardens,

18/12/14 To receive the minutes and any recommendations form the community services committee meeting held on 3rd December 2018
The Chairman of the Community Services Committee presented the report and recommendations from the Community Services Committee meeting held on 3rd December 2018. There were no recommendations.

18/12/15 To receive the public part of the minutes and any recommendations form the human resources committee meeting held on 10th December 2018
The Chairman of the Human Resources Committee presented the report and recommendations from the Human Resources Committee meeting held on 10th December 2018.

18/12/15.01 Resolved (H/18/12/7.01 Recommendation)
That the draft budget for 2019/2020 for the Human Resources Committee be adopted.

18/12/16 To receive the minutes and any recommendations form the finance & policy committee meeting held on 10th December 2018
The Chairman of the Finance & Policy Committee presented the report and recommendations from the Finance & Policy Committee meeting held on 10th December 2018.

18/12/16.01 Resolved (F/18/12/6.01 Recommendation)
That the ratification of the schedules of payments for the period 01/11/2018 – 30/11/2018 (Cash Book 1, 2 and 4) be received and adopted.

18/12/16.02 Resolved (F/18/12/9.01 Recommendation)
That subject to confirmation of the signature on the contract, that the settlement quote be accepted and paid.

18/12/16.03 Resolved (F/18/12/10.01 Recommendation)
That subject to the amendments being made, the final F&P budget for 2019/20 be adopted.

18/12/17 King Charles II – to consider a statue proposal
Members were advised of a proposal for a statue of King Charles II to be installed at the Clock Tower roundabout and the Community Services would consider submitting a planning application. The following was agreed:

18/12/17.01 Resolved
That a sub-committee consisting of Cllrs Lay, Wadham and Winter be formed for the King Charles II project.

A further proposal was put forward for the Council to consider statues of prominent people and a stallion next year.

18/12/18 To approve the Newmarket neighbourhood plan pre-submission document for further consultation
The Newmarket Neighbourhood plan pre-submission document was presented and thanks were given to Rachel Wood for the work she had put in to the document. The document contains 32 policies setting out a template for the development of land in Newmarket and 57 Community Actions forming a 12 year plan to be completed by 2031. Members were asked to consider the document and put any comments/feedback to the TCM. TCM advised that a leaflet would be sent to all residents to explain the consultation and to engage the Community. Meetings at the Memorial Hall would be planned for residents to attend. The consultation would commence at the start of January 2019.

18/12/19 To sign the PCSO service level agreement
The Mayor was pleased to announce that a Service Level Agreement for the PCSO had been produced and that recruitment was underway. The SLA was considered and the following was agreed:

18/12/19.01 Resolved
That subject to an amendment, the PCSO Service Level Agreement be signed by the Mayor.

18/12/20 To consider quotes for the insurance
TCM advised that two quotes had been received and the one from the current provider was considerably more competitive and the following was agreed:

That the quote from the current insurance provider for a 5 year term at a cost of £6,753.95 be accepted.

18/12/21 To adopt the budget for 2019/2020
TCM advised that further amendments had been made to the F&P budget and the new line for the Yellow Brick Road project for CCTV to be installed was explained. The draft budget was considered and the following was agreed:

18/12/21.01 Resolved
That the draft budget for 2019/2020 for Newmarket Town Council be received and adopted.

18/12/22 To agree the precept for 2019/2020
TCM advised that there was a small increase to the precept of £2.80, per year, for a band D property and the following was agreed:

18/12/22.01 Resolved
That the precept for 2019/2020 be set at £565,779.00 – 2.84%.

18/12/23 To consider correspondence
The following correspondence was noted:
a. Midnight Walk June 2019
b. Newmarket’s Been Framed
c. Letter regarding the recruitment of a PCSO
d. Letter from the Chief Constable regarding parking enforcement – TCM would circulate it to all Members.

The Mayor thanked all Members for their work during 2018 and the TCM and her team were specifically congratulated and thanked for all their excellent work during 2018 for which the entire Town Council was immensely grateful. A round of applause for the TCM and her team was given. The Mayor wished everyone a Merry Christmas and invited everyone to join her for mince pies.
