Minutes of a Meeting of the Community Services Committee
Held on Monday 20th May 2019 at 6:00 pm at the Memorial Hall Newmarket

Also Present: Bobby Bennett – TCM, Julie Ashton – Minute Assistant, Cllrs Borda and O’Neill, a Representative from the Brownies and 6 Members of the Public.
C/19/05/1 Chairman to read fire safety notice and announce that proceedings may be filmed or recorded.
The Chairman opened the meeting and read out the Fire Safety Notice and announced that proceedings may be filmed or recorded.
C/19/05/2 Apologies for absence
Apologies were received from Cllr De’Ath.
C/19/05/3 Declaration of members interests and to remind councillors of the need to keep up to date their register of members interests and to consider any requests received for members dispensation.
None noted.
C/19/05/4 To receive and confirm for accuracy the minutes of the meeting held on Monday 8th April 2019 and any matters arising.
Members received the minutes of the Community Services Committee meeting held on 8th April 2019 and the following was agreed:
C/19/05/4.01 Resolved
That the minutes of the Community Services Committee meeting held on 8th April 2019 be adopted and signed as a true record by the Chairman of the Community Services Committee.
Matters arising:
Page 2 – C/19/04/6.01 – TCM advised that the figures used in the recommendation were draft figures and were inaccurate and the transfer of the surplus had not been actioned. Confirmation of the surplus was awaited from the RFO.
C/19/05/5 Public participation an invitation to members of the public to put questions/statements of not more than 3 minutes duration. No resolutions can be made but councillors are very happy for matter to be brought to their attention.
A resident asked what ideas the new Chairman had for the Committee. The last Chairman had worked closely with all Councillors and the Community, how could the new smaller Committee deliver a good service.
Cllr Borda asked that as the Committee was a one political party would they consider co-opting other members from other political parties to avoid accusations of bias. The Chairman advised that this would be considered.
A representative from the Brownies asked for support to fund a residential weekend for 9 girls 12/13 July 2019. The request was considered that the following was agreed:
C/19/05/5.01 Recommendation
That a Section 137 donation of £75 be made to the 6th Newmarket Brownies from the Mayor’s Allowance.
A representative from the Newmarket Retailers Association asked about the plans for the Clock Tower and could the water be switched back on. TCM advised that plans had been drawn up the costs were now being looked at.
Cllr O’Neill asked why 5 items from the items for next agenda were not on the agenda. TCM advised that there was insufficient information to bring the items forward.
A representative from the Newmarket Retailers Association asked about the plans for the Yellow Brick Road. The Mayor advised that the source of the bad odour could be from the sewage pipes in the flats in Bury Road and this was being investigated. TCM advised that the CCTV project was in progress and there were a number of Community projects planned, however there was a requirement to have a biodiversity study and a habitat survey and that these were being carried out. The Chairman advised that any further concerns should be emailed to the TCM.
C/19/05/6 To receive the accounts for April 2019
TCM gave an overview of the Income & Expenditure report and advised that the budget would be tight for this year which included the PCSO and the loan for the Memorial Gardens project. An overview of the responsibilities of the Committee was given and the accounts for April 2019 were received and noted.
C/19/05/7 To receive an update on the Christmas lights
TCM advised that NTC were working in partnership with Love Newmarket and were 2 years in to a 4 year contract to provide the lights. Each year more infrastructure was added to increase the display. They were currently looking at illuminating the Clock Tower and were getting quotes for Rous Road and Crown Walk. String lighting had been looked into but was not feasible. Decisions would made at the end of June for work to begin October 2019.
C/19/05/8 To consider quotes for pest control
TCM advised that there was a problem with rabbits at the Cemetery and a method to control was required. Members considered 3 quotes for pest control and the following was agreed:

That subject to the confirmation of a firearm licence, the quote from 999 Pest Control for £1,000 be accepted.
