Tree Planning Policy
The West Suffolk Tree Officer and Principal Planning Officer gave an outline of the Policy for Trees in a Conservation Area and Tree Preservation Orders (TPO).
The Tree Officer advised that applications for a tree with a TPO must provide a reason for any planned work or felling and be supported by relevant reports. The Local Planning Authority (LPA) has the power to issue consents or refuse the application. Work to a tree with a TPO carried out without consent is unlawful and carries significant fines.
For Trees in a Conservation Area, not protected by a TPO, six weeks’ notice is required to allow for an assessment and if necessary a Tree Preservation Order could be served. The assessment includes the health and structure of the tree, public visibility, amenity value, level of threat to the tree, and whether it is a rare or protected species.
Where a delegated decision is proposed to be made on an application for work to trees with TPOs, the matter is assessed by a delegation panel. It was agreed that the TCM would be notified in advance to permit a local District Councillor to attend the delegation panel meeting.
The Planning Officer advised that they are required to cover Government policies and they would provide links to the relevant websites.
It was agreed that if NTC carried out an assessment of trees in the town to put forward for consideration for Tree Protection Orders, the LPA would assess them. It was noted that the people who had volunteered to act as Tree Champions could be approached to work with Councillors to carry out this assessment.
The Chairman gave thanks for the helpful information and the West Suffolk representatives left the meeting.
